There is not one superior model for maintaining and/or administering a community <br /> farm, i.e., land lease, city operation, use agreements, informal agreement, etc., as <br /> they are often developed and operated in accordance with deeds or other land <br /> documents which dictate their long-term use and the needs and mutual interests of all <br /> parties; <br /> 3. There are several successful community farms operating in the Bay Area including <br /> the Emma Prusch Farm Regional Park in San Jose and Deer Hollow Farm in <br /> Cupertino; <br /> 4. Community farms rely strongly on multiple partnerships between the City, interest <br /> groups, user groups, and non-profits dedicated to fundraising and on volunteers for <br /> ongoing operations. Often a single nonprofit entity is formed exclusively for <br /> fundraising and/or park oversight; <br /> 5. A community farm is consistent with the City's 2015 Parks and Recreation Master <br /> Plan; <br /> 6. City funding is typically required to meet specialized programming and ongoing <br /> maintenance requirements and cities remain actively involved in the parks; <br /> 7. Most community farms are focused primarily on community gardening, educational <br /> programs, recreational activities, crop raising and special events as compared to <br /> livestock raising as is the case with the Abbie 4-H Draft Master Plan; <br /> 8. The Abbie 4-H Draft Master Plan represents a significant start in developing a <br /> community initiated park master plan; <br /> 9. MD Fotheringham is qualified to prepare a City initiated community farm master plan; <br /> 10.The master planning process should begin by exploring alternative locations for <br /> meeting Abbie 4-H club's livestock housing needs as this would open possibilities for <br /> alternate park designs, uses and programming while also eliminating environmental <br /> issues and reducing construction and maintenance costs; <br /> 11.Pursuing an agreement with MD Fotheringham to complete a community farm master <br /> plan involving an amendment to the existing Abbie 4-H Draft Master Plan represents <br /> an effective path forward. <br /> Because Abbie 4-H will not need a barn to house its animals on the City's community <br /> farm, staff is in agreement with the Management Partners' report that strong consideration <br /> should be given to alternative designs and uses for the community farm. The table below <br /> identifies the primary park feature in the current Draft Abbie 4-H Master Plan and provides <br /> a comparison with staffs thoughts on alternative park features. <br /> Page 4 of 7 <br />
