THE CITY Of <br /> ®LETh—bi"' CITY COUNCIL AGENDA REPORT <br /> o <br /> March 21, 2017 <br /> City Manager <br /> TITLE: APPROVE SUBMITTAL OF AN APPLICATION FOR THE HOUSING <br /> RELATED PARKS PROGRAM TO THE STATE OF CALIFORNIA <br /> DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT <br /> SUMMARY <br /> Staff recommends approval of a funding application to the State of California <br /> Department of Housing and Community Development for the Housing-Related Parks <br /> Program. If approved, the City could receive up to $187,200 for park and recreation <br /> facility improvements. Staff recommends the application identify the expansion of <br /> the parking lot at Cubby's Dog Park at Bernal as the proposed park project for <br /> funding in order to provide an expanded parking lot to accommodate the usage of the <br /> dog park. <br /> RECOMMENDATION <br /> It is recommended that the City Council: 1) approve submittal of an application to the <br /> State of California Department of Housing and Community Development, Housing <br /> Related Parks Program; and, 2) authorize the Assistant City Manager to act as the <br /> Agent for the City on matters concerning the application and execution of program <br /> agreements and all related documents if applicable. <br /> FINANCIAL STATEMENT <br /> Staff estimates the amount of funding the City is eligible to receive based on the <br /> number of affordable housing "starts" (i.e. building permits or certificates of <br /> occupancy) during the program period is $187,200 based on Calendar Year 2016 <br /> building permit issuances for affordable housing. Matching funds are not required by <br /> the program. If awarded, funds would be appropriated through a future budget action <br /> to be considered by City Council. All funds would be required to be appropriated by <br /> April 30, 2019 and spent by June 30, 2019. <br /> Page 1 of 3 <br />
