ORDINANCE NO. 2157 <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> APPROVING THE APPLICATION OF IRBY RANCH LLC, FOR PLANNED UNIT <br /> DEVELOPMENT (PUD) REZONING AND DEVELOPMENT PLAN APPROVAL, AS <br /> FILED UNDER CASE PUD-110 AND P15-0246 <br /> WHEREAS, Irby Ranch LLC has applied for Planned Unit Development (PUD) Rezoning <br /> (P15-0246) and development plan (PUD-110) approval to rezone property from the "A <br /> (Agriculture) District" and "C-S (Service Commercial) District" to the "PUD-HDR and PUD-OS <br /> (Planned Unit Development—High Density Residential and Open Space) District"to construct 87 <br /> single-family residential homes and related infrastructure on approximately 10.6 acres, an open <br /> space/arroyo parcel on 2.8 acres, and create one approximately 1.64-acre lot to be dedicated to <br /> the City for future development in partnership with Sunflower Hill for an affordable multi-family <br /> residential community for individuals with special needs, on a combined 15.03-acre site located <br /> at 3988 First Street, 3878 Stanley Boulevard, and 3780 Stanley Boulevard (the "Project"); and <br /> WHEREAS, the City Council determined that the conditions described in California <br /> Environmental Quality Act (CEQA) Guidelines Section 15162 have not occurred for the proposed <br /> Project and found that the previously prepared Supplemental Environmental Impact Report <br /> (SEIR), including the adopted CEQA Findings and Statement of Overriding Considerations in City <br /> Council Resolution 12-492 for the Housing Element update and Climate Action Plan Amendment <br /> and Rezonings, and the Addendum to the SEIR are adequate to serve as the environmental <br /> documentation for this Project and satisfy all the requirements of CEQA; and <br /> WHEREAS, after a April 27, 2016 workshop, at its meeting of August 10, 2016, the <br /> Planning Commission adopted Resolution PC-2016-24 and PC-2016-25, determining that the <br /> proposed rezoning and development plan is appropriate for the site, making findings, and <br /> recommending to the Pleasanton City Council that PUD-110 be approved; and <br /> WHEREAS, on February 7, 2017, the City Council held a duly noticed public hearing on <br /> this application and considered all public testimony, agenda reports, and related materials, and <br /> the recommendations of the City staff and the Planning Commission; and <br /> WHEREAS, after a review of the materials presented, the City Council determines that <br /> the proposed PUD rezoning and development plan is consistent with the City's General Plan and <br /> purposes of the PUD ordinance, and by this reference adopts and reaffirms all of the <br /> considerations and findings set forth in Planning Commission Resolution PC-2016-25. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> HEREBY ORDAIN AS FOLLOWS: <br /> SECTION 1. Approves the rezoning (P15-0246) of 15.03 acres of land located at 3988 <br /> First Street, 3878 Stanley Boulevard, and 3780 Stanley Boulevard from "A (Agriculture) District" <br /> and "C-S (Service Commercial) District" to the "PUD-HDR and PUD-OS (Planned Unit <br /> Development— High Density Residential and Open Space) Districts". <br /> SECTION 2. The Zoning Map of the City of Pleasanton, dated April 18, 1960, on file with <br /> the City Clerk, designating and dividing the City into zoning districts, is hereby amended to Zoning <br /> Unit Map No 499, attached hereto as Exhibit B, dated February 7, 2017, and incorporated herein <br /> by this reference. <br />
