We have yet to see the impacts of <br />this housing boom in our city. 1 recommend we see what the impacts of all this housing is on our infrastructure. That <br />mostly includes traffic and schools. For schools, not just elementary schools but also middle and high schools. <br />We previously had a housing cap and the infrastructure in the city was designed around it. With no longer having a <br />housing cap we are finding that our infrastructure is being pushed and capacity exceeded. Mostly issues with traffic but <br />also with schools. While there is talk of this development possibly putting in an elementary school, we still have not <br />addressed what happens in the middle and high school levels. Before we plan for more housing, I ask that the City add a <br />priority item to analyze the school congestion and work on plans to handle what we have, and address what would need <br />to be done if more housing were to be added at the significant level of the east side. That planning should occur first. If <br />we plan for the East Side first, we do not yet know what the requirements will be. Since we have met the RHNA <br />numbers, no matter how much we disagree with them, there is no hurry to plan a new major subdivision at this <br />time. While the developer wants this now, that developer bought a piece of land on speculation and knew the risks. <br />The council previously made a commitment to the community that any planning on the East Side would go to a vote of <br />the people. I believe if you plan that area now, without us knowing the impacts of the approved housing, there is no <br />chance of an East Side plan to be approved by the voters. Just about everybody I speak with says we have too much <br />housing and our traffic and schools are way too congested already.
