Annette Brecheisen
SUPPLEiiEiTAL MATERIAL
City
From: Pleasanton City Clerk Provided to the Cit
Subject: Priorities Council
After Distribution of Packet
From: Matt Sullivan Date 3- /q- / 7
Sent Tuesday, March 14, 2017 1:52 PM
To: Mayor and City Council<citvcouncil @cityofpleasantonca.gov>; Nelson Fialho<NFialho @cityofpleasantonca.gov>
Subject: Priorities
Dear Mayor and Councilmembers,
I wanted to make a few comments on the city's priorities you will be considering tonight.
1. Do not initiate planning for the East Side. We have already rezoned sufficient acres to meet our RHNA
obligations. Extending El Charro from I-580 to Stanley will only exacerbate our cut-thru traffic problem. One
season of rainfall doesn't mean the drought is over long term and our General Plan prohibits the use of recycled
water to support new development. If you proceed with this, it would nothing more than a gift to the
developers. This is something the community of Pleasanton doesn't want or need.
2. I'm disappointed that there is no mention of the Climate Action Plan on the list. My understanding that the
plan needs to be updated. Has this already occurred? This should be a high priority as climate change is
probably the biggest challenge we face as a species. Local action is especially important in an era where federal
action is being scaled back.
3. I agree with the Committee on Energy & Environment that the city should reconsider joining the Alameda
County CCA. Pleasanton is one of two cities in the county that have not joined. I was part of the original CCA
study back in the early 2000's and while the benefits were clear back then we couldn't muster the institutional
or political will to move forward. Joining with the county CCA provides a great opportunity to gain the cost
and environmental benefits of a CCA while sharing the risks across a greater pool. This is really about the
democratization of our energy supply and I would encourage you to enthusiastically join in.
4. Finally, as a follow up to my earlier email, I would like the city to adopt and publish a policy related to non-
cooperation with the Department of Homeland Security on employing local police departments in the
apprehension of persons for deportation. To their credit, PUSD has adopted a safe haven policy for students,
and it's time for the city to do the same regarding our police activities. What DHS is doing is nothing short of a
police state and we should not be enabling this with our local police.
Thank you for your consideration of the comments.
-- Matt Sullivan
1
