Dual crossing zones would be an <br /> improvement (Owens Drive fix is an example). People cross in 12-14 seconds and lines of cars wait for the full <br /> 27 seconds. Stop by at rush hour to observe. Please also restore Owens Drive eastbound, east of Chabot, to a <br /> logical lane design, i.e. two or three lanes not one. Poorly designed, causes congestion and delays at peak hours. <br /> Parking in front of the new apartments does not make sense in that location- it's not a residential street, it's a <br /> major thoroughfare. <br /> 1 <br />
