THE CITY OF _ 1 <br /> A .■ <br /> pL£ASANTON< CITY COUNCIL AGENDA REPORT <br /> March 7, 2017 <br /> Operations Services Department <br /> TITLE: APPROVE AGREEMENTS WITH DUBLIN SAN RAMON SERVICES <br /> DISTRICT ON ADVANCE SALE SEWER PERMITS AND FUTURE <br /> REGIONAL WASTEWATER CAPACITY RESERVE FEE CREDITS <br /> SUMMARY <br /> Two agreements are proposed between the City and the Dublin San Ramon Services <br /> District (DSRSD) to honor previously purchased sewer connections related to sites in <br /> Pleasanton and Dublin. In the mid-1980s, in order to finance the Livermore Amador <br /> Valley Waste Management Authority(LAVWMA) and DSRSD expansion projects to serve <br /> the Tri-Valley, DSRSD and Pleasanton had programs to sell to property owners the future <br /> right to sewer connections in exchange for immediate payments to fund such expansion. <br /> As decades passed, some of these advance sales were not accurately tracked within <br /> subsequent connection fee calculations, and development patterns have changed for <br /> some of the sites that pre-purchased such sewer capacity. The proposed agreements <br /> provide for equitable use of such capacity from specific Pleasanton and Dublin sites, Lund <br /> and Camp Parks specifically, as well as a process for future review of any further capacity <br /> allocation. <br /> RECOMMENDATION <br /> It is recommended that the City Council approve and authorize the City Manager to enter <br /> into the following two agreements with Dublin San Ramon Services District regarding <br /> future regional wastewater capacity reserve fee credits and City of Pleasanton sale sewer <br /> permits: <br /> 1. Agreement Between the City of Pleasanton and Dublin San Ramon Services District <br /> Regarding Future Regional Wastewater Capacity Reserve Fee Credits <br /> 2. Agreement Between the City of Pleasanton and Dublin San Ramon Services District <br /> Regarding City of Pleasanton Advance Sale Sewer Permits <br /> FINANCIAL IMPACT <br /> There is no fiscal impact to the City associated with approving the proposed agreements. <br />
