(b) Consider a resolution approving an Exclusive Negotiating Rights Agreement with <br /> Sunflower Hill to outline the timing and conditions under which Sunflower Hill will pursue <br /> implementation of a concept proposal and to negotiate a future ground lease and loan <br /> agreement with the City and develop a 1.64 acre site to be dedicated to the City as part of <br /> PUD-110 <br /> Community Development Director Beaudin presented details of the staff report noting the <br /> agreement will be for approximately three years. He added this is a formal partnership with the <br /> City to work solely with Sunflower Hill to bring the project to bear. <br /> Mayor Thorne opened for public comment. <br /> Beverly Gill stated she was pleased to hear that City Council is considering traffic impacts. She <br /> wondered what could be done to lessen the impact of increased traffic. <br /> Mayor Thorne reported the City is working diligently to resolve traffic issues. He explained the <br /> Traffic Calming Committee looks at traffic situations, neighborhood by neighborhood. He <br /> encouraged the speaker to contact staff for additional information. <br /> MOTION: It was m/s by Narum/Olson to waive full reading and adopt Resolution No. 17-918 <br /> approving the Exclusive Negotiating Rights Agreement with Sunflower Hill to outline the timing <br /> and conditions under which Sunflower Hill will pursue implementation of a concept proposal and <br /> to negotiate a future ground lease and loan agreement with the City and develop a 1.64 acre <br /> site to be dedicated to the City as part of PUD-110.
