Pat O'Brien spoke in support of the project and congratulated staff, City Council, the developer and Sunflower Hill for creating a unique partnership and offering a great opportunity to move the project forward. He suggested supporting Sunflower Hill in their financing. Paul Wankle, Valley Humane Society, thanked City Council for considering the expansion of Nevada Street and spoke in support of the proposed project. He requested the Nevada Street expansion become part of staffs recommendations and that Valley Humane's input be considered. Sblerd Sblendono, Innovation Tri-valley Leadership Group, spoke in support of the development and project. The project will create jobs and allow residents to live and work in the community and will serve developmentally delayed individuals. He added the facility will be near downtown, transportation and services required by residents. He urged City Council to approve the project. Tanya Ludden spoke in favor of the project. She urged City Council to approve it. Rodger Miller spoke in favor of the project and urged City Council to approve it. Herb Ritter noted the project has been long in the works and spoke in favor of it and addressed the Planning Commission process of the project. Tom Gill spoke in favor of the special needs housing but not of the high-density residential because of increased traffic. He noted about the possibility of limiting purchase of homes to special needs families and worried that the Sunflower Hill project will not be built. Kelly Errigo spoke in support of the project. Erica McNerney expressed concerns regarding potential negative impacts to local schools and questioned what the City plans to do with the extra space if the library is moved to a different location. She suggested that would be an ideal location for Sunflower Hill. Susan Houghton President of the Sunflower Board of Directors and mother of a special needs son, thanked the developer and families who have given their property and spoke in support of the project. She addressed the developer's ability to execute the project and the strength of their partners and Board. She reported they plan to file their application within six months. She noted there is no Sunflower Hill project without Irby Ranch and urged City Council to approve it. Laura Lee reported she has a special needs stepson, spoke regarding her family's history in the City and expressed support for the proposed project. Peter MacDonald referenced a School Mitigation Agreement that was approved by the school district, addressed benefits to the City and school district, and reported the developer is legally obligated to disclose the Sunflower Hill facility, addressed the need for this type of housing in the City and urged City Council to approve the project. John Sensiba, Board Member for Sunflower Hill, addressed projected enrollment for Pleasanton schools and spoke in support of the project. Mayor Thorne closed the public hearing. In response to Mayor Thorne's question regarding the required amount for public school contributions per unit, Mr. Beaudin reported it is approximately $14,000 per unit.
