Cost to Extend Water and Sewer Infrastructure into Happy Valley Area <br />After determining how to serve the area, the study then estimated costs to construct the <br />public water and sewer systems required to serve every property within Happy Valley <br />under both scenarios. The details of the cost estimates are contained with the study, but <br />are summarized as follows: <br />Table One <br />Utility <br />Alternative 1: Existing — 92 Parcels <br />Alternative 2: Build -Out — 125 Parcels <br />Water <br />$2.10 Million <br />$2.28 Million <br />Sewer <br />$3.25 Million <br />$3.42 Million <br />Total <br />$5.35 Million <br />$5.70 Million <br />Cost <br />per <br />Parcel <br />$58,000 for water and sewer <br />$46,000 for water and sewer <br />As the table above shows, the cost per parcel under the "Existing" scenario is $58,000 to <br />extend water and sewer into the every existing property within the unincorporated Happy <br />Valley Area. This number assumes the entire water and sewer extensions are built in the <br />near future. As time passes this cost will be subject to inflation. As stated previously <br />there is not a lot difference in the piping systems needed under the two alternatives. This <br />also translates into there not being a lot of difference in the total cost of the systems. The <br />real difference between the alternatives is how many properties would be available to <br />contribute toward the cost of the water and sewer extension. As the table above also <br />shows, if 125 `Build -Out' parcels contribute, the cost per parcel is $46,000. In either <br />case, the cost does not include any improvement to the streets in the unincorporated <br />area, meaning the trench cuts necessary to install the pipe are restored to the existing <br />condition. The costs also assume easements will be provided by the County and area <br />residents to build the systems at no cost to the City. The estimated costs do include a <br />water and sewer stub from the main pipelines to each parcel property line, but do not <br />include the cost of on -site piping required to connect to homes. These on -site piping <br />costs could be significant depending on length of piping needed based upon where a <br />home is built on each property. <br />Total Cost for Each Parcel to Connect to New Water and Sewer Infrastructure <br />As stated earlier in the report, the cost of $58,000 (assuming 92 parcels) or $46,000 <br />(assuming 125 parcels) is not the full cost for each parcel in the area to receive water and <br />sewer. Each property in the unincorporated area would also be subject to the 2002 <br />Council Policy. They would each need to follow a process similar to that previously <br />described for 6723 Alisal Road and would be subject to the same six requirements. <br />Payment of the $58,000 or $46,000 per parcel cost to extend the utilities would be a new <br />seventh requirement for the properties in the unincorporated Happy Valley Area. Table <br />Two on the next page shows the cost associated with each of the seven requirements <br />according to current City, LAFCo, Zone 7, and DSRSD fee schedules.
