THE CITY Of <br />CITY COUNCIL AGENDA REPORT 8 <br />PLEASANTON. <br />February 21, 2017 <br />Engineering <br />TITLE: PRESENTATION OF A REPORT DETAILING INFRASTRUCTURE <br />IMPROVEMENTS NECESSARY AND COST TO EXTEND WATER AND <br />SEWER UTILITIES INTO THE UNINCORPORATED HAPPY VALLEY AREA <br />SUMMARY: On February 16, 2016, City Council approved a contract with RMC Water <br />and Environment (RMC) to perform a study to determine public infrastructure <br />improvements necessary, and cost to extend City water and sewer utilities into the <br />unincorporated Happy Valley Area. The study evaluated improvements necessary to <br />serve every property within Happy Valley as they currently exist, as well as when <br />properties are subdivided to build -out as envisioned in the 2002 Happy Valley Specific <br />Plan. The report is now complete and a copy is attached. The report shows how nearby <br />City public water utilities can be extended to serve every property within the Happy Valley <br />Area and provide adequate fire flow at hydrants placed along the extended pipeline <br />alignment. Similarly, the report shows how sewer pipelines can be extended to serve <br />every property in the Happy Valley Area. The Pleasanton Municipal Code requires that <br />every property connected to water and /or sewer have a direct connection to a public water <br />or sewer main. The pipeline extensions as proposed conform to this municipal code <br />requirement. The report also includes cost estimates to design and construct each utility <br />extension. The total cost to design and construct the public water utility extension is <br />estimated at $2.28 million. The total cost to design and construct the necessary public <br />sewer utility is estimated to be $3.42 million. The cost estimate assumes the County - <br />owned Happy Valley Road and the "common" private property access drives, such as <br />Laura Lane, Mockingbird Lane, and Bird Lane will be made available to the City for the <br />public utility installation at no cost. The cost estimate also assumes the existing roadway <br />surfaces will only be restored to their current condition, which in some cases is relatively <br />unimproved gravel. <br />The costs as stated above are only for the extension of the water and sewer utilities. They <br />do not include the pro -rata share of water and sewer installed in Sycamore and Alisal <br />Roads to serve the golf course and golf course housing development (the backbone of <br />the utilities that are extended to each property in unincorporated Happy Valley); the <br />connection fees required by Zone 7, DSRSD, and the City; and the cost of the Alameda <br />Local Agency Formation Commission (LAFCo) consideration of Out of Service Area <br />(OSA) Agreements required to serve each property outside the City service area. These <br />additional and significant costs of connection to City water and sewer systems are <br />detailed in the "Discussion" section of this report to provide a complete understanding of <br />the cost for a property in the unincorporated Happy Valley area to connect to City water <br />and sewer utilities. <br />
