RESOLUTION NO. 17-914 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON APPROVING <br /> AN APPLICATION BY IRBY RANCH LLC, FOR VESTING TENTATIVE MAP 8245 TO <br /> SUBDIVIDE 15 COI,'BONED ACRES INTO 87 LOTS FOR 87 NEW SINGLE-FAMILY <br /> HO, r ES, ONE LOT FOR FUTURE DEVELOP, ,,ENT OF HOUSING FOR <br /> INDIVIDUALS '„`',,ITH SPECIAL NEEDS, AND 13 COMMON AREA AND PRIVATE <br /> ST,-EET LOTS ON PROPERTIES LOCATED AT 3988 FIRST STREET, 3878 STANLEY <br /> BOULEVARD, AND 3780 STANLEY BOULEV4 RD <br /> WHEREAS, Irby Ranch LLC, has applied for Vesting Tentative Map approval to subdivide <br /> 15 combined acres located at 3988 First Street, 3878 Stanley Boulevard, and 3780 Stanley <br /> Boulevard into 87 lots for 87 new single-family homes, one lot for future development of housing <br /> for individuals with special needs, and 13 common area and private street lots; and <br /> WHEREAS, the tentative map was submitted in conformance with application PUD-110; <br /> and <br /> %HEREAS, proposed zoning for the property is PUD-HDR and PUD-OS (Planned Unit <br /> Development — High Density Residential and Open Space) Districts, and <br /> WHEREAS, after public notice, on August 10, 2016, the Planning Commission adopted <br /> Resolution PC 2016-26, determining that the proposed Vesting Tentative Map is appropriate for <br /> the subject site, making findings, and recommending to the City Council that Vesting Tentative <br /> Map 8245 be approved, and <br /> WHEREAS, at its meeting of February 7, 2017, the City Council reviewed the staff report <br /> from the Director of Community Development together with a copy of the staff report to the <br /> Planning Commission on this matter; and <br /> WHEREAS, on February 7, 2017, a duly-noticed public hearing was held by the City Council <br /> on this application and it considered all public testimony, agenda reports, and related materials, <br /> and the recommendations of staff and the Planning Commission; and <br /> HEREAS, the City Council determined that the conditions described in California <br /> Environmental Quality Act (CEQA) Guidelines Section 15162 have not occurred for the proposed <br /> project and found that the previously prepared Supplemental Environmental Impact Report <br /> (SEIR), including the adopted CEQA Findings and Statement of Overriding Considerations in City <br /> Council Resolution 12-492, for the Housing Element update and Climate Action Plan Amendment <br /> and Rezonings, and the Addendum to the SEIR are adequate to serve as the environmental <br /> documentation for this project and satisfy all the requirements of CEQA; and <br /> WHEREAS, the City Council finds that the proposed Vesting Tentative Map is consistent <br /> with the City's General Plan. <br />
