user-friendly, and adopt a resolution to amend the Master Fee Schedule to add Minor Conditional <br /> Use Permit fee <br /> Senior Planner Shweta Bonn presented details of the staff report addressing zoning, zoning code <br /> update objectives, simplifying and streamlining the process, Minor Conditional Use Permits, ease of <br /> use, proposed changes and deletions, timeline for public outreach, Planning Commission review and <br /> implementation of their comments, changes made after Planning Commission review, future phases <br /> and staff recommendations <br /> In response to an inquiry from Vice Mayor Pentin, Director of Community Development Gerry Beaudin <br /> reported the City's website includes a section for Pleasanton permit information and when the subject <br /> changes go into effect, the changes will be incorporated into the website and tables will be revised He <br /> added updates and corrections will be brought to City Council and there will be plenty of opportunities <br /> to make amendments along the way <br /> Councilmember Brown referenced a past stakeholder meeting and requested clarification of who those <br /> stakeholders were Director Beaudin listed the organizations invited and those that attended <br /> Councilmember Brown expressed concerns regarding notifying all parties that could be affected by the <br /> zoning changes <br /> Staff agreed to expand notification to ensure all parties affected will be included in the future <br /> Councilmember Brown referenced the chart and asked regarding changes in the hours of operation for <br /> specific uses Staff reported the established guidelines for hospitality uses allow operating until 11 00 <br /> pm <br /> Councilmember Narum asked regarding the Zoning Administrator and staff reported that would be the <br /> Planning Manager and the Community Development Director would have the final say Additionally, he <br /> addressed next steps including a second reading if Council approves the item tonight If modifications <br /> are made to the Zoning Code, both the Planning Commission and City Council will review them <br /> Councilmember Narum suggested noticing Minor CUPs at 1,000 feet Staff reported creating a list of <br /> uses for Minor CUPs and reviewing the notification process for various uses Appeals would be noticed <br /> to a broader area <br /> Vice Mayor Pentin suggested updating codes when new bills go into law <br /> Vice Mayor Pentin opened the public hearing <br /> Brad Hirst, commended staff for its work noting the matter will save time He added there will be <br /> changes, some of which he submitted and many others will be submitted He urged the City Council to <br /> approve the changes, be flexible and consider updating the noise and parking ordinances in the future <br /> He commented on residents who have helped keep Pleasanton out of the flood plain <br /> Vice Mayor Pentin closed the public hearing <br /> Councilmember Olson reported attending the Economic Vitality Commission when this matter was <br /> presented and complimented staff for this work He commented positively regarding the outreach and <br /> felt this is a good start <br /> Councilmember Narum complimented staff for its work on this matter, as well as the Planning <br /> Commission for their thorough consideration She suggested limiting the Central Commercial District to <br /> the downtown area <br /> City Council Minutes Page 4 of 5 January 17, 2017 <br />
