I <br /> _._I CITY COUNCIL AGENDA REPORT f <br /> pLEASANTON0 II <br /> February 7, 2017 <br /> City Manager <br /> TITLE: CONSIDER A RESOLUTION APPROVING AN EXCLUSIVE NEGOTIATING <br /> RIGHTS AGREEMENT WITH SUNFLOWER HILL TO FACILITATE <br /> PRELIMINARY DEVELOPMENT OF A SUPPORTIVE HOUSING PROJECT <br /> FOR ADULTS WITH SPECIAL NEEDS <br /> SUMMARY <br /> In conjunction with the Irby Ranch proposal for eighty-seven new homes on Stanley <br /> Boulevard at First Street, that project also proposes to meet its affordable housing <br /> requirement by transferring 1 64 acres of the property through the City to Sunflower Hill <br /> This 1 64 acre site would be planned to accommodate the development of up to thirty <br /> multi-family supportive housing units for adults with special needs This Exclusive <br /> Negotiating Rights Agreement (ENRA) between the City and Sunflower Hill establishes <br /> procedures, milestones and standards for the development of the supportive housing <br /> project, review of financial feasibility and negotiation of a subsequent disposition and <br /> development agreement to facilitate the transfer of the 1 64 acres to Sunflower Hill and <br /> further financial support for the project The agreement also includes a commitment on <br /> the part of the City to provide up to $250,000 to Sunflower Hill for predevelopment <br /> expenses <br /> RECOMMENDATION <br /> Adopt the resolution approving the Exclusive Negotiating Rights Agreement with <br /> Sunflower Hill <br /> FISCAL IMPACT <br /> The agreement calls for the payment of up to $250,000 to Sunflower Hill from the City's <br /> Affordable Housing fund for use to offset pre-development costs for project design, <br /> feasibility studies, and other predevelopment costs The $250,000 payment is included <br /> in the larger overall City commitment for the project which will be up to $2,225,000 <br />
