ATTACHMENT 'I <br /> RESOLUTION NO. 17- <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> ADOPTING AN AMENDMENT TO THE GENERAL PLAN, AS FILED UNDER <br /> CASE P15-0245 FROM RETAIL/HIGHWAY/SERVICE COMMERCIAL, <br /> BUSINESS AND PROFESSIONAL OFFICE TO HIGH DENSITY <br /> RESIDENTIAL, AND AN AMENDMENT TO THE DOWNTOWN SPECIFIC <br /> PLAN, AS FILED UNDER CASE P15-0405 FROM DOWNTOWN <br /> COMMERCIAL TO HIGH DENSITY RESIDENTIAL FOR PROPERTIES <br /> LOCATED AT 3988 FIRST STREET, 3878 STANLEY BOULEVARD, AND <br /> 3780 STANLEY BOULEVARD <br /> WHEREAS, Irby Ranch, LLC, a California limited liability corporation (the <br /> "Developer"), has applied for a General Plan amendment to change the land use <br /> designation from "Retail/Highway/Service Commercial, Business and Professional <br /> Office" to "High Density Residential" and a Specific Plan amendment to change the <br /> Downtown Specific Plan designation for 3988 Stanley Boulevard from "Downtown <br /> Commercial" to "High Density Residential" to accommodate the construction of 87 <br /> single-family homes and related infrastructure on approximately 10 6 acres, an open <br /> space/arroyo parcel on 2 8 acres, and create one, approximately 1 64-acre lot to be <br /> dedicated to the City for future development in partnership with Sunflower Hill for an <br /> affordable multi-family residential community for individuals with special needs on <br /> approximately 15 03 acres of land located at 3988 First Street, 3878 Stanley Boulevard, <br /> and 3780 Stanley Boulevard, and <br /> WHEREAS, after public notice, on August 10, 2016, the Planning Commission <br /> adopted Resolution PC 2016-24, determining that the proposed General Plan and <br /> Specific Plan Amendments are appropriate for the subject site, making findings, and <br /> recommending to the Pleasanton City Council that P15-0245 and P15-0405 be <br /> approved, and <br /> WHEREAS, at its meeting of February 7, 2017, the City Council reviewed the staff <br /> report from the Director of Community Development together with a copy of the staff <br /> report to the Planning Commission on this matter, and <br /> WHEREAS, on February 7, 2017, a duly-noticed public hearing was held by the <br /> City Council on these applications and considered all public testimony, agenda reports, <br /> and related materials, and the recommendations of staff and the Planning Commission, <br /> and <br /> WHEREAS, the City Council determined that the conditions described in California <br /> Environmental Quality Act (CEQA) Guidelines Section 15162 have not occurred for the <br /> proposed project and found that the previously prepared Supplemental Environmental <br /> Impact Report (SEIR), including the adopted CEQA Findings and Statement of <br /> Overriding Considerations in City Council Resolution 12-492 for the Housing Element <br /> update and Climate Action Plan Amendment and Rezonings, and the Addendum to the <br /> SEIR are adequate to serve as the environmental documentation for this project and <br /> satisfy all the requirements of CEQA, and <br />
