BACKGROUND <br /> In July, 2008 the City Council established the Committee on Energy and the <br /> Environment (Committee) to advise on energy and environmental ssues, strategies, <br /> program development, and opportunities for energy and water conservation <br /> The duties of the Committee include supporting the City's General Plan, Climate Action <br /> Plan, and Council priorities as they relate to energy and the environment This includes <br /> developing measurable strategies, assisting with outreach events, and providing input <br /> on proposed programs and ordinances related to prudent use of natural resources <br /> On March 17, 2015, the City Council adopted Resolution No 15-736 to extend the <br /> term of the Committee on Energy and the Environment until April 30, 2016, which also <br /> included extending current Committee member terms for an additional twelve months <br /> On February 16, 2016, the City Council adopted Resolution No 16-829 (Attachment 1) <br /> to extend the term of the Committee on Energy and the Environment until April 30, <br /> 2017, which also included extending the current Committee member's term for an <br /> additional twelve months <br /> DISCUSSION <br /> City Resolution 08-234, which originally established the Committee, provides that the City <br /> Council may extend the term of the Committee beyond its initial two years (including any <br /> extensions) based on an assessment of needs and responsibilities <br /> Based on the level of support and involvement the City has received from the <br /> Committee, staff finds value in extending the ad hoc Committee for two and half years <br /> to coincide with the City Council's upcoming two-year Work Plan Over the next two and <br /> half years, the Committee will focus on the projects pending City Council approval <br /> through its priority setting process in March <br /> 1 Expansion of the Recycled Water Distribution System <br /> 2 Develop a Water Conveyance, Conservation and Diversification Portfolio Policy <br /> 3 Drought/Water Conservation Strategies <br /> 4 Potable Reuse Feasibility Study in Collaboration with Regional Agencies <br /> 5 Implement Citywide Property Assessed Clean Energy (PACE) Program <br /> 6 Initiate Local CCA Feasibility Study <br /> To date, the Committee has focused on development of the Climate Action Plan, <br /> ordinances regarding single use plastic bags and foam containers, rezoning to allow for <br /> vertical access wind turbines, commercial and residential energy programs, energy and <br /> water conservation efforts, public outreach and education, natural resource management <br /> and fleet replacement programs, drought and water conservation strategies and <br /> Automated Metering Infrastructure (AMI) project The Committee remains open and <br /> committed to assisting the City in meeting State legislative requirements, while supporting <br /> the City's General Plan, Climate Action Plan, and Council priorities <br /> Page 2 of 3 <br />
