AZCOM AECOM 916 414 5800 tel <br /> 2020 L Street Suite 400 916 414 5850 fax <br /> Sacramento CA 95811 <br /> www aecom com i M ENT <br /> EXITI IT I <br /> September 16, 2016 <br /> Adam Weinstein <br /> Planning Manager <br /> Deputy Director of Community Development <br /> 200 Old Bernal Avenue <br /> P 0 Box 520 <br /> Pleasanton, CA 94566-0802 <br /> SUBJECT Amendment 2-Proposal for Continuing Environmental Consulting Services for the <br /> Lions Wayside and Delucchi Parks Improvements Project, Pleasanton,Alameda <br /> County, California <br /> Dear Adam <br /> Thank you for the opportunity to present you with this proposal to provide continuing environmental <br /> consulting services We understand that the City of Pleasanton (City)would like to review additional <br /> alternatives to the current conceptual plan for park improvements, specifically pertaining to the <br /> disposition of Kottinger Creek within Lions Wayside Park These alternatives would be shaped in <br /> response to comments on the current conceptual plan received at the on-site multi-agency meeting <br /> held April 6, 2016 Based on our knowledge of the project and information provided in emails and <br /> phone conversations, AECOM proposes to provide consulting services as defined in the attached <br /> scope of work The scope includes three conceptual plan design alternatives For the selected <br /> alternative, AECOM would provide a California Environmental Quality Act(CEQA)Addendum to the <br /> Initial Study, engineering design plans at the 30% level, and revision and re-submittal of regulatory <br /> permit applications <br /> As we discussed, the City would like to see one alternative based on the maximum allowable linear <br /> impact in order to permit the project under the U S Army Corps of Engineers' Nationwide Permit <br /> (NWP) program and avoid the more extensive individual permit process For NWP 42 Recreational <br /> Facilities, the maximum allowable impact(culvert length) is 300 linear feet The second alternative to <br /> be provided would meet the more restrictive recommendations of the Regional Water Quality Control <br /> Board This alternative would include a bridge or culvert structure on Kottinger Creek in the area <br /> between the proposed bandstand and great lawn, and a second structure for bicycle and pedestrian <br /> traffic across the creek channel in the northeast area of the park AECOM would like to develop a <br /> third alternative involving pulling back and re-grading the stream bank adjacent to the great lawn to <br /> create an amphitheater-style, gentle slope that would provide a large viewing area and better visibility <br /> of the stage This design would create access between the great lawn, the stage, and the Firehouse <br /> Arts Center while reducing safety concerns, improving ease of maintenance, and creating increased <br /> stormwater capacity and infiltration in Kottinger Creek This alternative would likely satisfy the <br /> regulatory agencies and has the added benefit of being less costly than options involving placement <br /> of structures in or over the creek <br /> Once a new alternative is selected, the Initial Study Addendum would revisit the 2015 Initial Study in <br /> light of the new information regarding the project design We believe an addendum will comply with <br /> CEQA given the reduced scope of construction and we propose the following approach AECOM <br /> would prepare an addendum that would describe the changes to the project, the new scope of <br /> construction, and the new construction schedule The primary objective of the addendum would be to <br />
