FINANCIAL STATEMENT <br /> The anticipated total expenditure for this project is $614,326 including a construction <br /> contingency of $28,574 Current funding for the project is $250,000 with a budget <br /> shortfall of $364,326 Staff is recommending Council approve the following transfers <br /> $75,000 from the Black Avenue Traffic Calming Phase 2 project, CIP No 15549, to <br /> cover the lump sum improvement work at the intersection of Black Avenue and <br /> Greenwood Road, $28,000 from the Bicycle and Pedestrian Related Improvements <br /> project, CIP No 16543, to cover the lump sum work for widening Hopyard Road south <br /> of Black Avenue, $132,877, from the Annual Sidewalk and Intersection Ramp <br /> Installation project for 2015, CIP No 15505, and another $128,449 from the Annual <br /> Sidewalk and Intersection Ramp Installation project for 2016, CIP No 16505, to fully <br /> fund the project <br /> BACKGROUND <br /> The Annual Curb and Gutter Replacement for Street Resurfacing project is being <br /> released in two projects this year due to the size and timing of the projects The first <br /> project is the subject of this report, and the second project will be presented to City <br /> Council for award the first half of 2017 The Annual Curb and Gutter Replacement for <br /> Street Resurfacing project consists of removing and replacing curb and gutter to <br /> improve drainage flow, and removing and replacing damaged sidewalks that are <br /> potential tripping hazards It also includes the installation of Americans with Disabilities <br /> Act (ADA) pedestrian ramps for accessibility The locations are coordinated with the <br /> upcoming annual street resurfacing programs (see Attachment 1 for project locations) <br /> The project will include curb and gutter, street widening for bike lanes and ADA ramp <br /> improvements for the upcoming Street Reconstruction — Valley Avenue & Hopyard <br /> Road Rehabilitation (One Bay Area Grant Cycle I (OBAG)) CIP No 15526 <br /> In addition, the project includes the concrete portion of the Black Avenue Traffic <br /> Calming Phase II project, CIP No 15549 Bids for the Black Avenue Traffic Calming <br /> Phase II project were rejected on October 4, 2016 due to the high cost of construction <br /> bids Inclusion of the concrete portion of the Black Avenue project in this Annual Curb <br /> and Gutter Replacement project resulted in a cost savings of approximately $25,000 <br /> DISCUSSION <br /> Bids <br /> The engineer's estimate for the project was calculated at $610,000 Sealed bids were <br /> opened on November 29, 2016 Seven bids were received that ranged from $575,100 <br /> to $708,330 (see Attachment 2) The lowest responsible bid was received from Victor <br /> Concrete, Inc of Riverside, California, which is approximately 6% lower than the <br /> engineer's estimate All other bid documents were found to be in order and past work <br /> performed by the contractor was verified to be satisfactory Staff recommends award of <br /> the construction contract to Victor Concrete, Inc <br /> Budget <br /> Staff recommends that the contingency amount for this project be set at 5% of the <br /> construction contract for potential expansion of project limits due to issues that may <br /> Page 2 of 3 <br />
