Councilmember Olson commended staff for commissioning a separate study of the MRW draft and <br /> reported conclusions were reached relative to additional analysis that needs to be done. In response to <br /> his question as to whether these will be done, Mr Kelly stated things were added over time, to the tech <br /> study and the County has been amenable to looking more closely at particular issues <br /> Mr Jensen added the Technical Feasibility Analysis is the first of several documents that will be <br /> examined The next set of studies will examine detailed aspects of energy procurement, costs, rates <br /> and how much load to include in the program <br /> Councilmember Olson felt that they have "the cart before the horse" and Councilmember Pentin, <br /> agreed He added that the JPA should be formed after all the studies have been done, that the project <br /> has dismissed hydro-electric and felt that it "moves the needle" and questioned whether the program <br /> will be able to compete with PG&E, especially as it relates to hydro-electric energy Councilmember <br /> Olson suggested the City may want to make its study available to other, local municipalities <br /> Mr Kelly clarified they are not dismissing hydro-electric, but stated the JPA Board will work with <br /> consultants and staff and determine the best mix of energy in order to meet the various price points <br /> Councilmember Narum asked regarding load-related voting and Mr. Kelly noted some cities are not <br /> "natural partners". Councilmember Narum reported the Tn-Valley is much more dependent on air- <br /> conditioning and heating than other cities and expressed concerns that decisions could be made based <br /> on cities that do not have that requirements She added than taken together, the Tn-Valley cities end <br /> up, as a region, being the second largest user and commented on the possibility of the Tn-Valley cities <br /> getting a seat on the "weighted" chair as its needs will be very different than other cities <br /> Mr Kelly encouraged having the City make that proposal to the County through the City Attorney <br /> Councilmember Narum asked regarding the power charge and adjustments and found it hard to believe <br /> that PG&E charges will go down, over time Mr Kelly commented on the concept of "vintaging" where <br /> charges are balanced out between older and newer customers. In further response to Councilmember <br /> Narum's question, Mr Kelly defined "direct-access customers" and reported they are not part of the <br /> program <br /> In response to Councilmember Brown's question regarding the risk of grant funding drying up or the tax <br /> credits ending, Mr Kelly reported the investment tax credit will end in eventually and addressed <br /> potential for rebates as prices decrease He added that CCAs hire people who know all of the ins and <br /> outs of the industry and work with energy consultants all of the time In response to Councilmember <br /> Brown's question regarding the possibility of a catastrophic failure and purchasing power from PG&E, <br /> Mr Kelly stated there are safeguards built in so that there is electricity available to customers and the <br /> ability to provide emergency services <br /> Councilmember Pentin commented on load-related voting and noted that if some cities opt out of the <br /> JPA, the percentage of those remaining will be much greater <br /> 12 Consider designating Bernal Bark Park as the Permanent Name for the Off-Leash Dog Park (T) <br /> on the Bernal Property <br /> Mayor Thorne indicated opposition to the proposed name of the dog park noting that neighbors <br /> expressed concerns with hearing dogs bark <br /> Councilmember Olson suggested that the name "Pleasanton" should be used in naming the park <br /> Mayor Thorne indicated he likes "Cubby" Park because that was the name of the City's first police dog <br /> City Council Minutes Page 5 of 6 October 4, 2016 <br />
