Presentation of proclamation commending Tn-Valley REACH on their 25th Anniversary <br /> Councilmember Narum, on behalf of Council, presented a proclamation commending Tn-Valley REACH <br /> on their 25th Anniversary <br /> Pat O'Brian and Kay King, Tri-Valley REACH representatives, expressed their appreciation for <br /> Council's, staffs and the City's support Mr O'Brian announced a fundraiser, on October 5, from 6 00 <br /> to900pm. <br /> 21 Public Comment- None <br /> PUBLIC HEARINGS AND OTHER HATTERS <br /> 22 Presentation on Alameda County's Community Choice Aggregation program <br /> I Kathleen Yurchak, Director of Operations Service, introduced the item and referenced the final draft of <br /> a technical study which has been provided to Council in their packets as well as a comment memo from <br /> ESA, a previous City consultant who worked on a climate action plan She introduced Bruce Jensen <br /> from Alameda County and Tom Kelly, a consultant with MRW, who will be discussing their progress on <br /> the Community Choice Aggregation (CCA) program <br /> Bruce Jensen, Alameda County Community Development Agency (CDA), provided a report regarding <br /> the Community Choice Aggregation program addressing benefits such as lower customer rates, <br /> renewable energy and greenhouse gas reductions as well as local control and local input. He provided <br /> an update on recent actions by the Board of Supervisors including acceptance of a feasibility study, a <br /> resolution accepting the JPA agreement, direction to staff to create the program, and the first reading of <br /> an ordinance authorizing formation of the Community Choice Energy (CCE) He invited the City to join <br /> in the effort and deferred to Tom Kelly for a presentation <br /> City Council Minutes Page 3 of 6 October 4, 2016 <br />
