Steve Dessant expressed concerns with noise and traffic because of events held on the north side of <br /> the Masonic Center <br /> Austin Ashmore explained the original CUP from 1977 did not prohibit activities on the north side of the <br /> Masonic Center but rather encouraged the use of the south side and explained the rationale for <br /> installing a door on the north side He added they applied for a permit, which the City approved, to <br /> install the door and that the back yard is used infrequently He stated they are selling the property and <br /> trying to acquire another one for which a CUP will be sought He reported they are trying to be a good <br /> neighbor, there is no party business or full time commercial activity going on there <br /> Mike Miller stated this matter is not a concern just to his wife and him, but rather, the neighborhood. <br /> Bill Strassburger reported that wherever they are, the Masons try to be good neighbors He added that <br /> they are associated with Shnner's Hospital for Crippled Children and donate more than $7 million every <br /> year and urged Council to take that into consideration <br /> Mayor Thorne closed the public hearing <br /> Councilmember Pentin referenced the original 1977 CUP in terms of the north side being a "buffer <br /> zone" and not being used for events He commented on the definition of "events" and questioned <br /> having them within the buffer zone He implied that the 1977 CUP prohibited events on the north side <br /> of the building adding that the entire north side is a buffer for the residential neighborhood <br /> Councilmember Brown stated that a CUP is provisionary, noted that many neighbors have an issue, <br /> there were no complaints for thirty years until the installation of the French doors in the back of the <br /> building <br /> Councilmember Olson stated agreement with the last speak noting that the Masons are a good <br /> organization He opined the best way to handle this matter is to go back to the 1977 CUP and prohibit <br /> outside activities He reported he doesn't agree with the Planning Commission's decision to allow four <br /> outside events, adding they should not have any outside activities He disagreed with placing a 9 00 <br /> p m. closing time and felt that events causing problems are probably non-Mason events and added he <br /> is conflicted with commercial, non-Mason activities as it was probably not contemplated in the original <br /> CUP <br /> Councilmember Narum stated the original 1977 CUP was clear in that the north side was to be a buffer <br /> zone between the Center and the neighborhood She spoke in support of having an 11 00 p.m closing <br /> time and stated the Masons should be allowed to use their back yard a specific number of times per <br /> year She added the property could be residential with multiple units that would generate a lot of noise <br /> She addressed lighting, expressed concerns regarding the number of storage units and stated she <br /> would not support use of the back yard for commercial activities <br /> Councilmember Pentin reiterated that the issue involves the definition of "event" and agreed that <br /> outside commercial use should be banned <br /> Mayor Thorne stressed the need to go back to the original 1977 CUP and explicitly prohibit uses on the <br /> north side <br /> Councilmember Brown commented on the possibility of making the back door, an emergency only door <br /> Discussion followed regarding the use of amplified music <br /> City Council Minutes Page 7 of 8 September 20,2016 <br />
