BACKGROUND <br /> The City provides the Pleasanton Paratransit Services (PPS) transportation services to <br /> adults age 70 and above and disabled adults 18 years or older The services include <br /> door-to-door transportation and a fixed route shuttle that provides access to the <br /> Pleasanton Senior Center, senior living facilities, shopping locations, and designated <br /> medical facilities offered Monday through Friday 8 00 a m to 5 00 p m <br /> The Livermore Amador Valley Transit Authority (LAVTA) is responsible for the provision <br /> of Paratransit services to Pleasanton residents during the hours that PPS is not operating <br /> and also during PPS operating hours if PPS is unable to meet demand because maximum <br /> capacity has been reached <br /> In 1998-1999, the City re-engineered PPS which resulted in the City Council voting to <br /> continue the transportation services and increase the general fund allocation Program <br /> enhancements were added which included extending hours and development of a group <br /> trip program Program policies and procedures were updated which included automating <br /> dispatching, developing new policies and procedures which were outlined in the Rider's <br /> Handbook, and creating and advisory body called the PPS Task Force <br /> In November 2014, Alameda County voters approved Measure BB which allocated <br /> additional funding for the City's PPS transportation services and provided an opportunity <br /> to consider how to best invest this funding into existing services as well as plan for the <br /> future Shortly thereafter, the Paratransit Study became a project on the City Council <br /> Work Plan The City of Pleasanton and LAVATA staff began discussions and determined <br /> 1 that a joint Assessment with the City and LAVTA of Tn-Valley Paratransit Services would <br /> provide valuable information required for both agency's governing bodies to make future <br /> programmatic and funding decisions <br /> DISCUSSION <br /> In collaboration, the City of Pleasanton and LAVTA developed a scope of work and <br /> Request for Proposals for consulting services for a Tn-Valley Paratransit Services <br /> Assessment which was issued on August 24, 2016 Proposals were due on September <br /> 23, 2016 One addendum was issued on September 9, 2016 The City and LAVTA <br /> received four (4) proposals for the project <br /> A selection advisory committee was formed comprised of City and LAVTA staff, and <br /> members from the Wheels Accessible Advisory Committee (WAAC) and the Pleasanton <br /> Human Services Commission The evaluation committee reviewed the technical <br /> proposals to determine the strengths and weaknesses of each firm and ranked each firm <br /> in order of preference After all the rankings were tallied, the top two firms were IBI and <br /> Nelson\Nygaard Consulting Associates, Inc who were invited for an in-person interview <br /> in early October After the interview, the reviewers determined that the project would best <br /> be managed and executed by Nelson\Nygaard Consulting Associates Nelson\Nygaard <br /> Consulting Associates has significant experience with both LAVTA and the City and has <br /> conducted several similar paratransit studies throughout the country They have an in- <br /> Page 2 of 3 <br />
