Responding to Councilmember Pentin's inquiry, Adam Gardner, project architect, addressed plans for <br /> the garage including reducing the setback and the existing width of the garage <br /> Mayor Thorne closed the public hearing <br /> Councilmember Olson stated he was happy the applicant could accommodate the historic home <br /> Councilmember Narum stated she was pleased the applicant saved the historic house on the property <br /> Councilmember Pentin agreed and commended the Planning Commission, staff and the applicant <br /> Councilmember Brown commented positively on the proposed project and thanked the applicant for <br /> working with PHA <br /> Brief discussion followed regarding the impact on the City's Growth Management Plan <br /> Mayor Thorne commented positively on the proposed project <br /> MOTION: It was m/s by Brown/Narum to introduce and waive first reading of Ordinance No. 2151 <br /> approving PUD-120, PUD Rezoning and Development plan, of (1) rezoning of three parcels toting <br /> approximately 31,798 square feet at 536 and 550 St John Street and an adjacent vacant parcel from <br /> RM-1,500 (Multi-Family Residential) to PUD-HDR (Planned Unit Development — High Density <br /> Residential) District, (2) PUD Development Plan approval to retain and relocate the existing single- <br /> family residence on-site and construct 10 two-story townhomes and related site improvements, waive <br /> full reading and adopt Resolution No. 16-885 approving the Vesting Tentative Map to subdivide the <br /> three parcels into 11 residential parcels, and waive full reading and adopt Resolution No. 16-886 <br /> approving the Growth Management agreement for 10 growth management unit allocations (P16-1202) <br /> for the project Motion passed by the following vote <br /> Ayes Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br /> Noes None <br /> Absent None <br /> 6 Public Hearing UP-77-13, Jeff Renholts/Pleasanton Masonic Center— Consider an appeal of the <br /> Planning Commission approval to modify the conditional use permit approval for the operation of <br /> the Pleasanton Masonic Center located at 3370 Hopyard Road <br /> Community Development Director Beaudin noted a lot of time and effort has gone into the project on <br /> behalf of the applicant and neighbors, and presented the report addressing details of the appeal, <br /> background, location, surrounding properties and uses, shared parking lot, the north yard, chronology, <br /> Planning Commission review and actions, 1977 CUP conditions, 2016 CUP modifications, suggested <br /> topics for discussion, potential sale and reuse of the Masonic Center, accessory uses and the City's <br /> noise ordinance He reported there is an incomplete application expressing interest from another user <br /> and staff is waiting for additional information <br /> City Attorney Sodergren reported the non-profit corporate status of the Masonic Center has been <br /> suspended and has no bearing on the application of the City's zoning ordinance He added Conditional <br /> Use Permits run with the land and are intended to regulate the use of the land He noted the Masons <br /> can still engage in non-commercial type activities such as holding meetings and engaging in other <br /> Masonic-type events He added that tonight, the issue being considered is a "use" issue <br /> City Council Minutes Page 3 of 8 September 20,2016 <br />
