THE CITY OF <br /> _ -0rt <br /> ppopa _ u <br /> = ∎o,iINI iJ..tl,in, =a vIIQ pro <br /> flUE ASANTONV <br /> June 8, 2016 <br /> Via eleclronic marl io eirco,rinen/.1@r,ilc ca rot' <br /> MTC Public Information <br /> 375 Beale Street, Suite 800 <br /> San Francisco, CA 94105 <br /> Re- Notice of Preparation for Draft Environmental Impact Report for Plan Bay Area 2040 <br /> Dear MTC. <br /> The City of Pleasanton appreciates the opportunity to provide comments on the Notice of Preparation <br /> (NOP) for an Environmental Impact Report (EIR) for Plan Bay Area 2040 — the Regional <br /> Transportation Plan (RTP)/Sustainable Communities Strategy(SCS) <br /> The City has reviewed the NOP and has concerns that the proposed Plan Bay Area Projections. as <br /> currently drafted, would have significant environmental impacts related to the fact that the projected <br /> growth is not within the planned capacity for the City. <br /> In previous letters to the Associated of Bay Area Governments (ABAG), the City of Pleasanton has <br /> expressed concerns over the household and jobs growth allocations presented in the latest projections <br /> (dated Decembei 23, 2015). These projections forecast household growth of 41°./°.43%, and 38%. and <br /> forecast job growth of 35%. 29%, and 30% for Scenarios 1. 2 and 3. respectively, over the 30-year <br /> time span encompassed by Plan Bay Area All three of these scenarios represent a significant <br /> departure from the anticipated growth in the City's I lousing Element, and from previous projections <br /> provided by ABAG. Additionally. the City has communicated concerns that the growth projected in <br /> i-lacienda Business Park is significantly disproportional to that of the remainder of the City Therefore. <br /> given that the projected growth for Pleasanton is not in alignment with the growth planned for in the <br /> City's General Plan (including the I lousing Element), the proposed growth has environmental <br /> implications that should be addressed in the Draft EIR that is being prepaicd for Plan Bad Area 2040 <br /> -1 hcieforc, as Plan Bay Area 2040 moves Forward and environmental review is undertaken, we <br /> recommend that the EIR evaluate at least one alternative that is in alignment with the planned growth <br /> in Pleasanton's I lousing Element (household growth of about 1% a year) and Growth Management <br /> Ordinance (currently 235 residential units per year). Additionally. given that the growth forecast is <br /> significantly out of step with the planned growth within Pleasanton. we recommend the following <br /> areas be addressed in the Draft EIR' <br /> O An (brainy& Grecnhorr.se Gat - The significant growth currently projected in all three <br /> scenarios should be evaluated f'oi air quality and greenhouse gas impacts. including impacts to <br /> existing sensitive receptors associated with exposure to elevated pollution levels that arise from <br /> the projected growth The EIR should also evaluate how the proposed Plan Bay Area 2040 <br /> Scenarios will dovetail with the City's Climate Action Plan <br /> COMMUNIITY DEVELOPMENT P. 0.
