BACKGROUND <br /> Tn-Valley Community Television been broadcasting since 1976 and is the government <br /> and public education channel serving the cities of Dublin, Livermore, and Pleasanton, <br /> California Known to many as TV30, the station operates channels 28, 29 & 30 on the <br /> Comcast Cable System, broadcasting to a population of nearly 300,000 people <br /> Tn-Valley Community Television is a California non-profit public benefit corporation <br /> under Internal Revenue code section 501(c)(3) The corporation is governed by a three <br /> member Board of Directors comprised of the Mayors of the cities of Dublin, Livermore, <br /> and Pleasanton <br /> Annually the Tn-Valley Community Television Board is presented with an operating and <br /> capital budget for consideration If approved by the board, the budget request is then <br /> made to each City Council for consideration <br /> DISCUSSION <br /> TVCTV serves the educational and governmental television access needs for the cities <br /> of Dublin, Livermore, and Pleasanton via three channels TVCTV has been <br /> broadcasting since 1976, and its facilities are located at 4663 Bernal Avenue in <br /> Pleasanton The station's capital needs are funded via PEG fees which come from 1% <br /> of cable company profits for video services used by subscribers The revenue <br /> generated by this fee is paid to cities per the terms of the Digital Infrastructure and <br /> Video Competition Act (DIVCA) administered by the California Public Utilities <br /> Commission (CPUC) which is the sole franchising authority for cable television <br /> franchise agreements The cities pass these funds, generated by Comcast and AT&T <br /> subscribers, to TVCTV based on its capital needs <br /> The TVCTV Board approved a Capital Budget in February 2016 that funded a capital <br /> project master control upgrade, LIVEU (for video acquisition and distribution over IP <br /> addresses), and a trafficking system The total cost was $212,174, and Pleasanton's <br /> share was $65,182 At the September 15, 2016 TVCTV Board meeting, Executive <br /> Director Melissa Tench-Stevens informed the Board about increased costs and new <br /> equipment needs Since February, the capital project costs rose to $298,695 which is <br /> an increase of $86,521 She also requested additional equipment that allows ADA <br /> compliance in the future and provides expanded Emergency Alert System capabilities <br /> such as live crawls on the bottom of the screen The additional equipment plus <br /> replenishment of $15,000 in the contingency fund totals $37,905 The new grand total <br /> for additional funding is $124,426, and Pleasanton's portion is $46,038 <br /> Submitted by Fiscal Review Approved by <br /> Brian Dolan Tina Olson elson Fialho <br /> Assistant City Manager Director of Finance City Manager <br /> Page 2 of 2 <br />
