CITY OF PLEASANTON <br /> CITY COUNCIL <br /> WORKSHOP/SPECIAL MEETING MINUTES <br /> September 13, 2016 <br /> WORKSHOP: City of Pleasanton Pedestrian and Bicycle Master Plan Update <br /> Mike Tassano, Deputy Director of Community Development, Transportation displayed a PowerPoint <br /> presentation detailing the draft Bicycle, Pedestrian and Trails Master Plan. He addressed direction <br /> needed from the City Council to staff, a brief history of the plan and implemented features, the Master <br /> Plan update, goals, the near-term all ages and abilities network, new facility types, corridors, corridor <br /> ranking, Stanley at Valley/Bernal intersection, a proposed schedule and recommendations. <br /> Councilmember Brown agreed that bicycle safety is the first priority. Regarding the intersection at <br /> Stanley, she asked regarding the effects on traffic, of adding an extra route on the opposite side and <br /> Mr. Tassano stated there would be no operational impacts and there would be no delay in the level of <br /> service. Councilmember Brown stated she wants to ensure that crossing bicyclists would be safe and <br /> have a safe amount of time to cross the intersection. <br /> Councilmember Pentin observed it would be good to determine how many cyclists go left on Boulder <br /> and continue on Valley. He noted that two of the top five projects are studies and staff stated they are <br /> looking for direction from City Council to change them from studies to studies and construction. <br /> Councilmember Pentin said it would difficult to give direction on construction before the study results. <br /> In response to his question regarding other local cities using Pedestrian Hybrid Beacons (PHB), staff <br /> pointed out they are used in San Francisco and Berkeley. Mr. Tassano addressed the point system <br /> within the safety priority network. <br /> In response to Councilmember Narum's question, Mr. Tassano addressed removal of the slip lane and <br /> slowing down speed in intersections. <br /> Councilmember Olson referenced corridors and in response to his question, Mr. Tassano explained <br /> the existing network in 2021 and studies that should be completed by 2021. He addressed the <br /> location of the defined corridors as they relate to the location of existing schools and focused <br /> pedestrian areas, as well as the subject of various studies. Councilmember Olson commented on the <br /> need to do a fair amount of prioritizing. <br /> Mayor Thorne expressed concerns regarding Foothill Road and Mr. Tassano noted there are many <br /> constraints, including right-of-way, but opportunities exist in many other locations which will need to be <br /> studied. He also defined "short-term", "medium-term" and "long-term" as listed in the staff report. <br /> Councilmember Pentin said he would like to see speed addressed in detail. In response to his <br /> question, Mr. Tassano reported that any time a modification to the roadway is required, the City is <br /> required to reassess the speed limit. He added that the City can impose whatever speed limit it wants <br /> but noted that it would need to be enforceable and should be set at the speed people will drive. It was <br /> noted it is typically set at the 85th percentile. <br /> Workshop Adjourned at 7:28 p.m. <br />
