On August 15, 2016, staff advertised a Request for Qualifications (RFQ) requesting Statements of Qualifications (SOQ) for two weeks in the Valley Times, on ebidboard.com, and on the City's web site. DISCUSSION Seven geotechnical consulting firms indicated interest in the RFQ. The following four firms registered as "proposed proposers" on ebidboard.com: ACE Quality Control Geo -Logic Associates San Diego, CA 92127 Roseville, CA 95678 Geosphere Consultants, Inc. Storesund Consulting San Ramon, CA 94583 Kensington, CA 94707 The following three firms were contacted by staff informing them of the RFQ: Berlogar Stevens & Associates ENGEO, Inc. San Ramon, CA 94583 Pleasanton, CA 94566 Kleinfelder Pleasanton, CA 94566 Only one firm, ENGEO, responded by submitting a Statement of Qualifications. The response activity is similar to the last RFQ process when six firms were contacted by staff and only two submitted SOQs (one was ENGEO). The low response rate can be attributed to the fact that GHAD consulting is a very narrow and specialized field, as evidenced by the number of GHADS in California — only 35, with four in Pleasanton — according to the California Association of GHADs (ghad.org). Staff reviewed ENGEO's SOQ and determined it was complete and responsive to the RFQ and that its rate schedule is fair and reasonable. ENGEO is the geotechnical firm initially selected by the City to provide GHAD monitoring services and has become the local firm in the Bay Area with the expertise in the field of GHADs. Staff has been satisfied with ENGEO's services, and accordingly, recommends that the City Council approve a professional services agreement with ENGEO, Inc. Page 3 of 4
