The current agreement for the <br />monitoring of the GHADs has expired. <br />On August 15, 2016, staff advertised a Request for Qualifications (RFQ) requesting <br />Statements of Qualifications (SOQ) for two weeks in the Valley Times, on <br />ebidboard.com, and on the City's web site. <br />DISCUSSION <br />Seven geotechnical consulting firms indicated interest in the RFQ. The following four <br />firms registered as "proposed proposers" on ebidboard.com: <br />ACE Quality Control Geo -Logic Associates <br />San Diego, CA 92127 Roseville, CA 95678 <br />Geosphere Consultants, Inc. Storesund Consulting <br />San Ramon, CA 94583 Kensington, CA 94707 <br />The following three firms were contacted by staff informing them of the RFQ: <br />Berlogar Stevens & Associates ENGEO, Inc. <br />San Ramon, CA 94583 Pleasanton, CA 94566 <br />Kleinfelder <br />Pleasanton, CA 94566 <br />Only one firm, ENGEO, responded by submitting a Statement of Qualifications. The <br />response activity is similar to the last RFQ process when six firms were contacted by <br />staff and only two submitted SOQs (one was ENGEO). The low response rate can be <br />attributed to the fact that GHAD consulting is a very narrow and specialized field, as <br />evidenced by the number of GHADS in California — only 35, with four in Pleasanton — <br />according to the California Association of GHADs (ghad.org). <br />Staff reviewed ENGEO's SOQ and determined it was complete and responsive to the <br />RFQ and that its rate schedule is fair and reasonable. ENGEO is the geotechnical firm <br />initially selected by the City to provide GHAD monitoring services and has become the <br />local firm in the Bay Area with the expertise in the field of GHADs. Staff has been <br />satisfied with ENGEO's services, and accordingly, recommends that the City Council <br />approve a professional services agreement with ENGEO, Inc. <br />Page 3 of 4 <br />
