BACKGROUND <br /> The Alameda County Board of Supervisors voted unanimously in June, 2014 to allocate <br /> $1.325 million to explore the creation of a Community Choice Aggregation (CCA) <br /> Program and directed County staff to undertake the steps necessary to evaluate the <br /> feasibility of a CCA. <br /> Alameda County launched a county-wide Steering Committee for the <br /> Community Choice Aggregation CCA proposed <br /> y (CCA) in June, 2015. Councilmember Pentin <br /> represents the City of Pleasanton as one of the thirteen (13) Alameda County City <br /> representatives, along with industry experts and stakeholders across Alameda County. <br /> The Steering Committee has advised the County Board of Supervisors and the <br /> Community Development Agency (CDA) staff on matters related to Community Choice <br /> Aggregation in Alameda County, including the Technical Study for Community Choice <br /> Aggregation Program in Alameda County, the design of a Joint Powers Agency (JPA) <br /> and marketing program material. <br /> Over the past year, the Committee developed goals of the CCA, contributed to the scope <br /> of work for the Request for Proposal (RFP), reviewed and commented on the Technical <br /> Study, provided input on the Joint Powers Agreement (JPA) and marketing material. <br /> In June, the draft Technical Feasibility Study for Community Choice Aggregation Program <br /> in Alameda County prepared by MRW & Associates with Tierra Resource Consultants <br /> and the Economic Development Research Group was made available to the Steering <br /> Committee and public for review and comment. Soon thereafter Pleasanton staff <br /> contracted with ESA Community Development(ESA)consultants to provide a peer review <br /> of the Technical Study on Pleasanton's behalf. Pleasanton has worked with ESA in past <br /> years on energy and sustainability projects and most recently as a member of the <br /> consulting team on the City's Climate Action Plan. ESA's review included the draft <br /> Technical Study and supporting documentation. ESA provided a summary of their <br /> findings and observations (Attachment 2) regarding the risks identified in the Study and <br /> their potential impacts to the City; areas not addressed or thoroughly vetted by the Study; <br /> alignment of the CCA with the City's energy and climate action goals, and the Study's <br /> methodologies, underlying assumptions, and conclusions. <br /> In July, the Technical Feasibility Study for Community Choice Aggregation Program in <br /> Alameda County was finalized and included updated appendices and a fourth scenario <br /> that was developed based on feedback from the public and the Steering Committee <br /> (Attachment 1). The Committee also reviewed and provided input along with the Alameda <br /> County cities on the East Bay Community Energy Authority Joint Powers Agreement, <br /> which was not yet finalized at the time of this report. The County Board of Supervisors <br /> discussed these items in addition to a draft ordinance approving the East Bay Community <br /> Choice Energy Joint Powers Agreement and authorizing the implementation of a <br /> community choice aggregation program at its special meeting on September 20 and is <br /> planned for further discussion at its regular meeting on October 4, 2016. <br /> Page 2 of 4 <br />
