1. The rolling average should be two -years which will reflect the most recent water <br />consumption patterns for each retailer. <br />2. Reserves should be rebuilt over multiple years not in a single year. <br />City staff met with the City Council Zone 7 Subcommittee (Subcommittee) to review Zone 7's <br />proposals. The Subcommittee had the following recommendations that they requested be <br />presented to the City Council to adopt through a resolution: <br />1. Support the fixed rate methodology and agree that Zone 7 needs to rebuild operating <br />reserves depleted during the drought over the next two- years. <br />2. The Zone 7 Board should adopt the proposed reserve policies. <br />3. The proposed Surcharge should be for one year only. Zone 7 should review actual <br />FY 2016/17 revenues and expenditures at fiscal year -end and determine whether and <br />to what extent another Surcharge is warranted. <br />4.
