ATTACHMENT A <br /> Scope of Work <br /> for <br /> Tri-valley Potable Reuse Feasibility Study <br /> On behalf of the Tri-Valley Water Agencies,Zone 7 of the Alameda County Flood Control and Water <br /> Conservation District(Zone 7 Water Agency or Zone 7) is contracting with Carollo Engineers <br /> (Consultant)to complete a feasibility study of potable reuse. As the water wholesaler for the Livermore- <br /> Amador Valley,also commonly referred to as the Tri-Valley,Zone 7 Water Agency(Zone 7)supplies <br /> treated water to four retail water supply agencies(Retailers): California Water Service Company- <br /> Livermore District(Cal Water), Dublin San Ramon Services District(DSRSD),City of Livermore <br /> (Livermore),and City of Pleasanton(Pleasanton).This project will be a joint effort by the Tri-Valley <br /> Water Agencies. <br /> The primary goals of this study are to evaluate the feasibility of potable reuse for the Valley;to identify <br /> the most promising options based on technical,financial,and regulatory considerations;and,assuming <br /> that potable reuse is found to be feasible,to recommend next steps for the agencies. The options to be <br /> evaluated further include groundwater recharge/injection,surface water augmentation,and connection <br /> upstream of the Zone 7 WTPs;direct connection to the water transmission system is not being considered <br /> at this time.The findings and recommendations from the study will be presented to the governing bodies <br /> of the Tri-Valley Water Agencies for their consideration and potential actions. <br /> SCOPE OF WORK <br /> Task 1 -Literature Review: <br /> Task 1.1 Industry Overview- TM1 <br /> • Provide overview of key potable reuse projects in California and other states including project <br /> description,project phase,time in operation,challenges/successes. <br /> • Summarize emerging trends/technologies in potable reuse. <br /> Deliverable: Draft technical memorandum(TM 1)to be provided at the kickoff meeting that summarizes <br /> the state of potable reuse, based on work performed for other projects and industry texts.Comments <br /> received on the Draft TM will be incorporated into the Draft Report. <br /> Task 1.2 Review Background Documents <br /> a Review relevant documents prepared by Zone 7,the Retailers,and/or their consultants.All <br /> documents to be reviewed will be provided by Tri-Valley Water Agencies. <br /> Task 2-Public Health and Regulations: <br /> Task 2.1 Summary of Regulations and Treatment- TM 2 <br /> • Summarize current regulatory framework for potable reuse and the required treatment to meet <br /> the regulations. <br />
