The Steering <br /> Committee's current plan is that separate efforts to address outreach and institutional <br /> matters will be pursued with Livermore taking the lead on outreach and Pleasanton taking <br /> the lead on institutional matters. <br /> DISCUSSION <br /> The primary goals of the planned Technical Feasibility Study are to evaluate the feasibility <br /> of potable reuse for the Valley; to identify the most promising options based on technical, <br /> financial, and regulatory considerations; and, assuming that potable reuse is found to be <br /> feasible, to recommend next steps for the agencies. The options to be further evaluated <br /> include groundwater recharge/injection, surface water augmentation, and connection <br /> upstream of the Zone 7 Water Treatment Plants; direct connection to the water <br /> transmission system is not being considered at this time based on input from the elected <br /> representatives at the February 2016 meeting. The findings and recommendations from <br /> the study will be presented to the governing bodies of the Tri-Valley water agencies for <br /> their consideration and potential actions. The feasibility study will be coordinated closely <br /> with parallel efforts on public outreach and an evaluation of the relevant institutional <br /> matters. <br /> Staff from Zone 7 and the retailers met several times to develop an approach and a <br /> desired Scope of Work for the next phase. Then, on behalf of the Tri-Valley water <br /> agencies, Zone 7 issued a Request for Proposals(RFP)for the "Potable Reuse Feasibility <br /> Study" on July 8, 2016. Four consultants (Carollo Engineers, Montgomery <br /> Watson/Stantec, RMC, and HDR)submitted proposals by the deadline of August 5, 2016. <br /> All proposals were responsive. A review panel with representatives from the water <br /> agencies evaluated the proposals, selected two consultants for interviews and conducted <br /> interviews on August 29, 2016. <br /> Based on the quality of the proposal and performance at the interview, Carollo Engineers <br /> was identified by the review panel as the most qualified to perform this work. Carollo <br /> Engineers offered 1) a strong technical team with extensive expertise in potable reuse in <br /> California and in other states, 2) close involvement in the development of potable reuse <br /> regulatory frameworks, 3)capability to package the work products for communication with <br /> retailers, the Board, and the public, and 4) ability to work with multiple agencies on a <br /> complex project. <br /> Attachment 1 includes the Task Order and supplemental material including the scope of <br /> work, work plan, budget and project schedule. The current estimated budget for the <br /> consulting services to be shared among the Tri-Valley water agencies is $850,000, <br /> including a $95,000 contingency and are outline in the Task Order. This budget <br /> represents a not-to-exceed amount and may be adjusted depending on the final scope of <br /> work.
