BACKGROUND <br /> On June 3, 2014, the City Council approved Case PUD-101, an application by MidPen <br /> for a Planned Unit Development plan called Kottinger Gardens to construct 185 senior <br /> homes and related site improvements located at 240 and 251 Kottinger Drive. Both <br /> properties are owned by the City of Pleasanton. <br /> The project will be constructed in two phases. Phase 1, currently under construction at <br /> 240 Kottinger Drive, will replace the existing 50 senior homes of Kottinger Place with one <br /> 78,010 square-foot, three-story building and nine separate single-story buildings that will <br /> provide a total of 131 senior homes. Phase 2 will replace the existing 40 senior homes <br /> of Pleasanton Gardens, located at 251 Kottinger Drive, with one 31,600 square-foot, two- <br /> story building and four separate single-story buildings that will provide a total of 54 senior <br /> homes. <br /> DISCUSSION <br /> The scope of work for Kottinger Gardens includes the demolition of all existing buildings <br /> and almost all of the wet and dry utilities at Kottinger Place and Pleasanton Gardens. <br /> Wet utilities include storm, sanitary sewer and water; dry utilities typically include gas, <br /> electric, cable television, and telephone. New wet and dry utilities will be installed on the <br /> two properties to service the new buildings. <br /> The Public Utilities (i.e., PG&E, Comcast, etc.) require access to install, operate, maintain <br /> and repair their new on-site facilities to serve the various new buildings as part of Phase <br /> 1. A public utility easement of varying width is required to provide the needed access and <br /> has been designed in conformance with the approved plans. The easement will allow <br /> parking within the easement but will preclude any building structures.
