20.04.380 Special inspections. Where application is made for construction as described <br /> in this Chapter 17 of the California Building Code, the owner or the registered design <br /> professional in responsible charge acting as the owner's agent shall employ one or more <br /> approved agencies to perform inspections during construction on the types of work listed <br /> under Section 1704 of the California Building Code. These inspections are in addition to <br /> the inspections identified in Section 20.04.350 of this code. <br /> EXCEPTION: Special inspections are not required for work of a minor nature as <br /> approved by the Building and Safety Official. <br /> 20.04.390 Structural Observation. Structural observation shall be provided when so <br /> designated by the architect or engineer of record, or when such observation is specifically <br /> required by the Building and Safety Official and comply with the requirements in Section <br /> 1704 of the California Building Code. <br /> The owner shall employ a registered design professional to perform structural observations <br /> as defined in Section 1704.2 of the California Building Code. Prior to the commencement <br /> of observations, the structural observer shall submit to the Building and Safety Official a <br /> written statement identifying the frequency and extent of structural observations. At the <br /> conclusion of the work included in the permit, the structural observer shall submit to the <br /> Building and Safety Official a written statement that the site visits have been made and <br /> identify any reported deficiencies which, to the best of the structural observer's knowledge, <br /> have not been resolved. <br /> Structural observation does not include or waive the responsibility for the inspections <br /> required by Section 20.04.350, 1704 of the California Building Code or other sections of <br /> this code. <br /> 20.04.400 Energy Connections. No person shall make connections from a utility, <br /> source of energy, fuel or power to any building or system that is regulated by this code for <br /> which a permit is required, until released by the Building and Safety Official. <br /> The Building and Safety Official shall have the authority to authorize the temporary <br /> connection of the building or other service equipment to the source of energy, fuel or power. <br /> 20.40.410 Use or Occupancy. No building or structure shall be used or occupied, and <br /> no change in the existing occupancy classification of a building or structure or portion <br /> thereof be made until the Building and Safety Official has issued a certificate of occupancy <br /> therefore as provided herein. Issuance of a certificate of occupancy shall not be construed <br /> as an approval of a violation of the provisions of this code or of other ordinances of the City <br /> of Pleasanton. Certificates presuming to give authority to violate or cancel the provisions <br /> of this code or the technical codes or of other ordinances of the City of Pleasanton shall not <br /> be valid. <br /> EXCEPTION: One- and two-family dwellings, Group U Occupancies and work <br /> exempt from permits under Section 20.04.130. <br /> Change in Use. Changes in the character or use of an existing structure shall not be made <br /> except as specified in the California Existing Building Code. <br /> Certificate Issued. After the Building and Safety Official inspects the building or structure <br /> and finds no violations of the provisions of the technical codes or other laws which are <br />
