BACKGROUND <br /> On December 17, 2013, City Council approved the Black Avenue Traffic Calming Plan. <br /> The plan included the following traffic calming elements: installation of curb bulb-outs, <br /> curb ramps, crosswalks, roadway neckdown, speed lumps, signing and striping. Due to <br /> the timing of the project funding, the construction of the traffic calming plan was <br /> separated into two phases. The construction of the Black Avenue Traffic Calming <br /> Project Phase 1 was completed in August 2015. Phase 1 included bulb-outs at Black <br /> Avenue and Tanglewood Way, roadway neckdown near the Aquatic Center, and a <br /> speed lump along Black Avenue near Fairview Court. Phase 2 was funded in FY <br /> 2015/16. This phase includes the bulb-out at Black Avenue and Greenwood Road, and <br /> installation of an additional speed lump along Black Avenue west of the Aquatic Center. <br /> DISCUSSION <br /> Sealed bids for this project were opened on August 31, 2016. The City received two <br /> bids from the following contractors: <br /> 1. FBD Vanguard Construction, Inc. $110,065.00 <br /> 2. Sposeto Engineering, Inc. $175,000.00 <br /> The engineer's estimate for this project was $60,000. Since both bids are significantly <br /> higher than the engineer's estimate, staff recommends that the bids be rejected. This <br /> project will be packaged and bid with the City's Annual Curb and Gutter project <br /> (tentatively planned for the beginning of 2017).
