I'm fine <br />with that exit -only access. <br />Commissioner O'Connor: And I think the glass was one of those attractive nuisances. If <br />it's not attractive to walk out there and you're kind of isolated, it's not as desirable to go, <br />but we created that by putting in a glass door. So I agree it should be emergency <br />only /exit only. <br />Chair Ritter: That eliminates people going in and out of that door which creates the zone <br />to an open court a little bit. <br />Commissioner Balch: So to summarize it, it sounds like we're all basically agreeing that <br />the 77 CUP; that this is a buffer zone in some capacity and now we're just kind of <br />nuancing the buffer zone that way, right? So let me ask this. Are we okay with changing <br />the doors to the solid door to that extent or are we still okay with staff's recommendation <br />of just the sound glass doors. <br />Commissioner Allen: I think solid door. <br />Commissioner O'Connor: I do too. <br />Commissioner Nagler: That's exit only. <br />Commissioner Balch: Okay, so we're all there. We're all on the solid door. Let's start <br />there. Okay, so now we're a solid door so what's the point of going outside and having a <br />small gathering of people eating and drinking? <br />Chair Ritter: Well, it's like they did before. They came around on the side where they <br />could back their truck up. It's on the side so their gathering will be more on the south <br />side. <br />Commissioner O'Connor: Would you back up a truck with a big BBQ for five people? <br />Chair Ritter: That's where the BBQ would happen, on the south or southwest side of the <br />building not on the north side of the building. <br />Commissioner O'Connor: I'm more concerned with how do we enforce it. How would <br />you control whether it's a Mason party or non -Mason party with people with their noise <br />levels? I think we get ourselves back to the same slippery slope we're in now. Code <br />enforcement, police action.... <br />Commissioner Balch: It sounds like we're all in favor of enforcing the buffer zone and <br />we're all in favor of the requirement and the condition that the doors change to a solid <br />door and fire exit only. The next thing is enforceability. I would recommend as a way to <br />resolve that element is that similar to what Ms. Harryman said earlier, you know, we <br />condition based on what we would want; Mason events only and that you know, if it <br />walks like a duck, talks like a duck, acts like a duck, code enforcement can make that <br />judgment, but I don't see how at this point on this dais we're going to get much better <br />than that personally and I think taking time to try to do that would be a fault.
