the project site, reduce the number of proposed townhomes from 12 to 10, and add two on- <br />site guest parking spaces. The applicant formally submitted the PUD rezoning and <br />development plan and tentative map applications on June 20, 2016. <br />Planning Commission Recommendation <br />At the August 24 meeting, the Planning Commission recommended approval of the project. <br />At that meeting, the applicant expressed his concern with a staff - recommended condition <br />requiring the location of the historic home's uncovered tandem and garage parking spaces to <br />be swapped to allow for better usability of the uncovered space. The applicant indicated that <br />he was agreeable to relocate the parking spaces, but noted that relocating the detached <br />garage farther north on -site would place the garage within two feet of the northern portion of <br />the historic home. The applicant requested that he be allowed to work with staff on the width <br />of the garage in order to provide more separation from the home. The Commission <br />recommended a condition of approval that would allow the Community Development Director <br />to determine the final dimensions and placement of the detached garage at building permit <br />review. The Commission also recommended adding a condition that the applicant look into <br />the feasibility of an alternative roof design in order to create variation in the roofline to add <br />more visual interest to the project. <br />For a detailed description of the discussion at the March 23 and August 24 meetings, please <br />see the attached Planning Commission staff report and minutes (Attachments 5, Exhibit D, <br />and Attachment 6). <br />The project is now before the Council for final action. <br />SITE AND AREA DESCRIPTION <br />The subject site, comprising of three parcels on the south side of St. John Street, is <br />approximately 0.73 acres (31,798 square feet) in area, generally square in shape, and <br />relatively flat. There are a total of eight trees, on the site, two of which are heritage- sized. <br />There is perimeter fencing along the east, south, and west property lines and mature <br />landscaping and trees immediately adjacent to the existing, approximately 1,066- square -foot <br />single -story dwelling, constructed in 1900, and detached garage. The home was included in <br />the City's Historic Resource Survey and was found to be a historic resource. There are <br />mature trees that border the southern portion of the site and mature landscaping (i.e., <br />shrubs /bushes) surrounding the dwelling unit. The subject site is currently accessible from <br />three driveways off St. John Street. <br />The properties adjacent to the subject parcel include townhomes to the north, across St. John <br />Street; a duplex and detached single - family homes to the east; single - family homes to the <br />south, and an apartment building to the west. The subject site is approximately 183 feet from <br />the Union Pacific Railroad tracks, measured from the tracks to the closest property line of the <br />subject site.
