Growth Management Agreement <br />The City's Growth Management Ordinance (GMO) regulates the number of residential <br />building permits that can be issued each year in order to assure a predictable growth rate <br />while providing housing and currently allows a total of 235 Growth Management Unit <br />Allocations (GMUAs) to be issued per year. To date in 2016, a total of 106 GMUAs have <br />been issued. The proposed development would require 10 GMUAs. If the Council approves <br />the requested GMUAs, a total of 116 GMUAs would be issued to -date this calendar year, <br />below the allocation limit. The Growth Management Agreement for the project is included as <br />Attachment 3. <br />PLANNING COMMISSION ACTION <br />The Planning Commission held a public hearing on August 24, 2016, to review the proposed <br />project and receive public comments. The staff report and excerpt of the draft minutes from <br />this meeting are provided in Attachments 5 and 6. The Planning Commission unanimously <br />recommended approval of the project with the following revisions to the staff - recommended <br />conditions: (1) add a condition to allow the Community Development Director to determine <br />the final location and dimensions of the historic home's detached garage; and (2) add a <br />condition requiring the applicant to investigate revising the roof design to reduce massing <br />and /or add variation, subject to the review and approval of the Community Development <br />Director. Exhibit A in Attachment 1 reflects the recommended modifications. <br />PUD AND VESTING TENTATIVE MAP FINDINGS <br />Please refer to the attached Planning Commission staff report (pages 26 -31 in Attachment 5) <br />for a discussion of the considerations needed to approve the proposed PUD Development <br />Plan and Vesting Tentative Map 8326. <br />PUBLIC COMMENT & NOTICE <br />Notices regarding the City Council public hearing were mailed to the surrounding property <br />owners and tenants within a 1,000 -foot radius of the project site. The location and noticing <br />map are included in Attachment 5, Exhibit G. At the time of report publication, staff had not <br />received any public comments regarding the Council notice. Previous public comments are <br />included in Attachment 5, Exhibit H. <br />ENVIRONMENTAL ASSESSMENT <br />Pursuant to Government Code Section 65457, the proposed project is exempt from additional <br />CEQA review because the project was adequately analyzed in the certified EIR for the <br />Downtown Specific Plan. Therefore, no environmental document accompanies this report. <br />CONCLUSION <br />As conditioned, staff believes that the proposed project is well designed and compatible with <br />other development in the Downtown. The project would preserve a historic resource and <br />provide additional Downtown housing in a way that is sensitive to the surrounding <br />neighborhood. <br />Page 12 of 13 <br />
