Mayor Thorne commented on "weighted voting" and encouraged the County to be cautious in setting <br /> up the JPA. <br /> Councilmember Pentin reported receiving a letter from the East Bay Green Power Alliance that did not <br /> present the Technical Study in a positive light. He questioned why the two representatives from the <br /> East Bay Green Power Alliance did not mentioned the letter sent from their own organization when they <br /> addressed the council. Councilmember Pentin remarked that he has a hard time with the speed of the <br /> study as well as the study and the JPA happening simultaneously. Councilmember Pentin then <br /> commented on his involvement in the Steering Committee and stated he has a lot of questions <br /> regarding the Technical Study and the JPA. <br /> RECESS/RECONVENE <br /> Mayor Thorne called for a recess at 8:50 p.m. The meeting was reconvened at 8:58 p.m. with all <br /> Members, present, except Councilmember Olson. <br /> 15. Consideration of Memorandum of Understanding with East Bay Regional Park District to allow <br /> southbound one-way traffic to facilitate construction of public parking to serve the newly acquired <br /> Castleridge Trail. The trail provides a new public access point to Pleasanton Ridge immediately <br /> west of the Alviso Adobe Community Park. The MOU also obligates EBRPD to construct and <br /> open the planned Garms Staging Area off of Foothill Road near west Las Positas within five years <br /> Assistant City Manager Dolan introduced the item and addressed background, parking, staff <br /> discussions about various alternatives, the MOU, review by the District and City Liaison Committee and <br /> their recommendations as well as review by the Bicycle and Pedestrian Trails Committee and their <br /> recommendations. It was also reviewed by the Parks and Recreation Commission and they voted not <br /> to recommend approval of the MOU as they had concerns regarding the visual impacts of the <br /> restrooms and of parking and they suggested an alternative location. Assistant City Manager Dolan <br /> addressed the site, relationship to other access points, Garms staging and trail access and proposed <br /> parking on old Foothill. <br /> In response to a question by Councilmember Narum, Assistant City Manager Dolan addressed access <br /> to the Adobe parking lot. . <br /> Assistant City Manager Dolan addressed the location of proposed restrooms, screening, grading plan, <br /> and a summary of the MOU. He addressed issues that came up in prior reviews including visual impact <br /> of the restrooms, parking in nearby neighborhoods, traffic control at the intersection of Old Foothill <br /> Road/Foothill Road/Jerlin Place, and pedestrian crossing at Foothill Road. Other issues of concern <br /> included the relationship to mission and vision in the Alviso Adobe Community Park Strategic Plan, <br /> impacts to Adobe programs and the Park and Recreation Commission's preference for an alternative <br /> location of the trailhead and parking lot. Assistant City Manager Dolan concluded the report and <br /> presented recommendations. <br /> Mayor Thorne stated he cannot understand the relationship between access to the ridge and Garms. <br /> Assistant City Manager Dolan indicated they are a couple of miles apart, but both provide access. The <br /> City has wanted the District to prioritize Garms which has competed with other District projects. The <br /> City has an opportunity to ask them to prioritize it with the City's help. <br /> It was noted that the City's view has been that the more supply that is offered along Foothill Road, the <br /> less impact there will be at each of the staging areas. There is another proposal to build another <br /> staging area on Dublin Canyon Road in concert with a current development. <br /> City Council Minutes Page 5 of 9 June 21, 2016 <br />
