Staff reviewed the projects completed between 2010 and 2015 and decided to shift the <br /> focus from spot improvements to a strategy that focuses on a network of"complete" and <br /> "low stress" corridors. This concept was presented to the Steering Committee and the <br /> Committee supports the approach. This concept is discussed in detail later in this <br /> report. <br /> Proposed Master Plan Framework <br /> Nearly all of the chapters of the Master Plan are being updated and are discussed in <br /> greater detail below. Here is a list of the proposed/updated Master Plan chapters: <br /> • Goals, Policies and Programs <br /> • Bicycle Network <br /> • Pedestrian Network <br /> • Design Guidelines and Facility Types <br /> • Safety/ Safe Routes to School <br /> • Prioritization <br /> The proposed content, and where possible, key details that have been developed to <br /> date for each of these chapters, is discussed in greater detail below. <br /> Goals, Policies and Programs Chapter <br /> The majority of the Policies and Programs have remained intact from the current Master <br /> Plan. The most significant change includes the addition of two new goals. <br /> New Goals: <br /> • Create a "low stress" bicycle and pedestrian network that may be enjoyed <br /> by all users and abilities <br /> • Focus on completing corridors shown in the near-term network <br /> These new goals have re-oriented both the network design and the project type. The <br /> goal of creating a `low stress" network for all users and abilities requires new design <br /> elements that provide a more comfortable riding and walking experience. Examples of <br /> these lower stress facilities include buffered and protected bike lanes, protected <br /> intersections and separated sidewalks. Greater detail and examples of these facility <br /> types are shown in the design section of this staff report. <br /> Bicycle and Pedestrian Near-Term Network Improvements <br /> Shown on the next page is a draft of the near-term, low-stress network for all ages and <br /> abilities that is contemplated in the Update. <br /> While many of these corridors already have bicycle and pedestrian facilities, <br /> improvements are necessary to make these corridors usable and enjoyable for all ages <br /> and abilities. Completion of these corridors will allow all users to reach major <br /> destinations within the City, eliminating gaps and providing a comfortable alternative to <br /> driving. The maps shown in Appendix A provide additional detail and a breakdown of <br /> the 16 corridors envisioned in the near-term network. <br /> Page 5 of 16 <br />
