This provides the BKF which innate and consider information that will have us jump <br /> start the City of Pleasanton's I-580 and I-680 Bicycle and Pedestrian and Overcrossing Improvements Project(Project). <br /> Additionally streamlining the process will be Fehr & Peers specific knowledge of the 2010 Bicycle and Pedestrian Master <br /> Plan which they developed for the CITY and is currently working with the CITY to update the Plan to incorporate the <br /> national best practices that have emerged which the Project's proposed improvements will be consistent with. <br /> Pedestrian and Bicycle Issues <br /> Everyday hundreds of pedestrians, a. <br /> including working adults, students, and <br /> •t •' disabled persons, walk to or from the t�,' `' .;.„. " <br /> interchanges, often crossing high-speed - ,y <br /> * -�- ramps and roadways, walking along <br /> • <br /> }'. <br /> steep grades, waiting in small •,? <br /> -�-• >� , , -.= intersection refuge islands, trying to ` <br /> I' <br /> avoid tripping hazards, walking on � _ <br /> narrow sidewalks next to traffic, - '— <br /> crossing double turning lanes and <br /> navigating excessive cross-slopes. Recreational, commuter and tourist bicyclists travel along the overpass-both on <br /> weekdays and weekends-sharing the outside travel lanes with motorists speeding up to access the long diagonal on- <br /> ramps and weaving with vehicles turning onto the loop-on ramps. Bicyclists contend with long intersection crossings and <br /> extended grades, and steer through ever-present traffic congestion. BKF, based on field reviews and experience, has <br /> summarized the disposition of or the lack of the pedestrian and bicycle improvements at the 8 interchanges at the end of <br /> this section. <br /> APPROACH <br /> Based on our extensive experience working within the Caltrans jurisdiction to implement multi-modal improvements, the <br /> BKF Team understands that Caltrans requirements and standards do not always coincide with the national guidelines set <br /> by the Institute of Transportation Engineers (ITE) and NACTO. This requires close coordination with Caltrans Pedestrian & <br /> Bicycle, Sergio Ruiz, HQ Design Coordinator, Rob Effinger and District Design Liasion, William Gee who are pinnacle in <br /> determining acceptable concept designs and viable design exceptions. BKF has conducted numerous meetings and <br /> conversations with these individuals to develop innovative and safe multi-modal improvements through Caltrans right of <br /> way and specifically through interchanges where the design and interpretation of the most effective design is sometimes <br /> subjective. <br /> Given that the final outcome of the Master Plan may not be currently funded and that the disposition of the interchanges <br /> may evolve through time either by deterioration or proposed improvements such as a potential interchange modification <br /> project at I-680/Sunol Boulevard, BKF propose to approach the Project by identifying 3 levels of potential pedestrian and <br /> bicycle measures to fit a wide spectrum of funding opportunities, changing environment or community requests for <br /> immediate improvements: <br /> • Short-term measures that can be implemented in the near-term at reasonable costs <br /> • Medium-term measures that would require moderate traffic operations and/or geometric revisions to <br /> the interchange <br /> • Where applicable, longer-range measures that would require substantial changes to the interchange <br /> The means of achieving the above documentation to include conducting an accessibility evaluation and remediation <br /> for ADA compliance involves a 4-step process: <br /> City Of Pleasanton i ;i86 anu I-68(i d,cyclu and i'exietrian Overciossuig Improvenier <br /> IME:1 ,1NTON. <br />
