BACKGROUND
Foothill Road is an asset to Pleasanton's bicycle network. In early 2016, staff began
looking for projects that would promote cycling on Foothill Road for a wider range of ages
and abilities. Due to the varying existing physical conditions such as roadway width, right
of way and roadway design, it was determined that a comprehensive evaluation of the
Foothill Road corridor was needed to provide a plan that would outline both short- and
long-term improvements to the roadway.
In May of this year, staff issued an RFP to solicit firms interested in the development of
the FRBCP. After review of the proposals, staff recommends that the City enter into an
agreement with Fehr & Peers Transportation Consultants to complete the development
of the FRBCP. The professional services agreement for Fehr& Peers is being presented
to the City Council for consideration.
DISCUSSION
The City received three proposals in response to the corridor plan RFP from the following
consultants: Questa Engineering Corp., Traffic Patterns, and Fehr & Peers. All three
proposals were within $300 of each other. Staff recommends that the contract be
awarded to Fehr & Peers based on their detailed proposal and experience.
Schedule
The proposed schedule for the subject project is as follows:
Award of Contract: September 13th, 2016
Notice to proceed: September le, 2016
Project kick-off meeting: October 2016
Draft Project Concepts: November 2016
Draft Corridor Plan Document: January 2016
Final Corridor Plan Document: March 2016
Submitted by: Fiscal Review: Approved by:
Gerry Beaudin Tina Olson Nelson Fialho
Director of Director of Finance City Manager
Community Development
Attachments:
1.
