CITY OF PLEASANTON
CITY COUNCIL
SPECIAL MEETING MINUTES
August 9, 2016
Mayor Thorne called the special meeting to order at the hour of 6:00 p.m., spoke regarding the meeting
format and decorum and led the assembly in the Pledge of Allegiance.
ROLL CALL
Present: Councilmembers Brown, Narum, Olson, Mayor Thorne
Absent: Councilmember Pentin
MEETING OPEN TO THE PUBLIC
1. Public Comment- None
2. Receive input on the two approved lighted tennis courts at the Tennis and Community Park; 5801
Valley Avenue, and consider whether to move forward with the project or to direct staff to pursue
other alternatives
Assistant City Manager Brian Dolan provided the staff report addressing background, location of new
courts, current project as designed and bid, Council options, pros and cons of each of three
alternatives. He announced that eighty emails were received by the City, from the tennis community
and the neighborhood, regarding this item, as well as a petition with 230 signatures of people opposed
to the project.
Mayor Thorne commented on the accuracy of costs and Assistant City Manager Dolan stated there are
a lot of "unknowns" at this time. Additionally, he addressed the timing on completion of the tennis
courts and Mayor Thome said the Parks and Recreation Commission would, more-than-likely, want to
provide input.
In response to Councilmember Olson's question as to whether the design costs within each alternative
are part of the total cost, Assistant City Manager Dolan replied affirmatively.
Councilmember Narum referenced a half-court master plan and requested clarification as to the
proposed location. Assistant City Manager Dolan stated it was supposed to be located in the same
place as the proposed project.
In reply to Councilmember Brown's question, Assistant City Manager Dolan reported that Option 1
would prevent the existing fence from coming down. He offered an explanation as to why the fenced
area is larger than the actual tennis courts, noting that every construction project needs a staging area
and addressed the item notification process.
Mayor Thorne opened the item for public comment.
Daisy Ng opposed the proposed location for the new tennis courts. She asked for a show of hands of
those wanting to keep the grassy area as it currently exists, and the majority of the audience raised
their hands. She addressed community meetings to stop construction and prepare for tonight's City
Council meeting and asked that Council direct staff to pursue other alternatives to the proposed project.
