Street, make every feasible effort to limit impacts to the two heritage trees, and add an <br /> additional parking space to the parking lot. Since the applicant revised the plans to show that <br /> vertical or horizontal wood siding would be used in-lieu of metal siding and that the ground- <br /> floor bathroom in Residence 1 would contain a shower, staff did not add these as conditions <br /> of approval. At the time of report publication, the applicant had not installed story poles. The <br /> July 13 meeting minutes excerpt are included as Attachment 6. <br /> PUD FINDINGS <br /> Please refer to the attached Planning Commission staff report (pages 22-25 in Attachment 4) <br /> for a discussion of the considerations needed to approve the proposed PUD Development <br /> Plan. <br /> PUBLIC COMMENT & NOTICE <br /> Notices regarding the City Council public hearing were mailed to the surrounding property <br /> owners and tenants within a 1,000-foot radius of the project site. The location and noticing <br /> map are included in Attachment 4, Exhibit E. Previous public comments, including <br /> supplemental material provided to the Planning Commission, are included in Attachment 5. <br /> At the time of report publication, staff had not received any public comments regarding the <br /> Council notice. <br /> ENVIRONMENTAL ASSESSMENT <br /> Pursuant to Government Code Section 65457, the proposed project is exempt from additional <br /> CEQA review because the project was adequately analyzed in the certified EIR for the <br /> Downtown Specific Plan. Therefore, no environmental document accompanies this report. <br /> CONCLUSION <br /> As conditioned, staff believes that the proposed project is well designed and in keeping with <br /> the Downtown and the existing General Plan and Downtown Specific Plan designations.
