ATTACHMENT I
NOTICE TO PROCEED
TO: Michael Tognolini
DERWA Authority Manager
RE: DERWA Phase 2 Recycled Water Treatment Plant Expansion Project
Per Section 5.3 of the"Agreement to Provide Recycled Water Treatment and Delivery
Services by and between DERWA and the City of Pleasanton" (Agreement) dated January
7, 2014, Pleasanton requests that DERWA construct the"Phase 2 Recycled Water
Treatment Plant Expansion Project"(Phase 2 Project). This Phase 2 Project is intended to
provide increased recycled water treatment capacities to DERWA's members and the City
of Pleasanton as shown on the attached Table 1. The current schedule anticipates the
expansion project to be complete with additional capacities available by May 2018.
Pleasanton will pay the proportionate share of each facility expansion as follows:
Pleasanton's Share of Phase 2 Project Cost by Facility
Tertiary Influent Pump Station(TIPS) 43%
Actiflo High Rate Clarifiers 21%
Ultraviolet Disinfection 37%
Effluent Pump Station PSR1 57%
The total estimated cost of the Phase 2 Project is$19,500,000. Pleasanton's estimated cost
share for the project is $5,216,000. Per Section 5.3(c) of the Agreement, Pleasanton is to
pay its initial one third payment at the time it provides DERWA notice to proceed for the
project, or$1,739,000. in addition, per Section 5.3(e)of the Agreement, Pleasanton will
pay an additional buy-in for existing facilities from further expansion of capacity at a rate
of$788,910 per MGD of increased capacity. Since the exact capacity of the expanded
plant will not be known until after the Actiflo system has been installed and tested, the
Pleasanton buy-in payment for the Phase 2 Project will be determined after project post-
commissioning testing and verification.
Per the terms of the Agreement, Pleasanton hereby requests that DERWA proceed with the
Phase 2 Project.
City of Pleasanton Date
