Albertina Bumguard urged Council to address bicycle safety. <br /> Mayor Thome thanked speakers for their input and noted he will take it into consideration when Council <br /> reviews its priorities relative to the Bike and Pedestrian Plan. He closed public comments. <br /> City Manager Fialho announced that there is a scheduled workshop on September 13, 2016, at 6:30 <br /> p.m. in Council Chambers, to review the draft list of priorities for bicycle and pedestrian improvements, <br /> that the Bike, Pedestrian and Trails Committee has been working on. He encouraged the public to <br /> attend and provide input. <br /> RECESS/RECONVENE <br /> Mayor Thorne called for a recess at 8:00 p.m. The meeting was reconvened at 8:09 p.m. with all <br /> Members, present. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 14. Consider action in response to Registrar of Voters' certification of Initiative Limiting Retail Uses to <br /> Less than 50,000 square feet in the Johnson Drive Economic Development Zone (EDZ) area by: <br /> (1) introducing ordinance adopting initiative; (2) adopting resolution submitting initiative to the <br /> voters plus undertaking related election matters; or (3) order report on effects of initiative; and <br /> provide direction on work during pendency of initiative <br /> Mayor Thorne recused himself from this matter due to his ownership of stock in Costco, and departed <br /> the Chambers. He turned the meeting over to Vice Mayor Narum. <br /> City Attorney Dan Sodergren provided a report addressing background of the initiative, certification of <br /> the petition by the Registrar of Voters and next steps, including three options for consideration by <br /> Council. He presented details of the options in terms of whether Council wants an Elections Code <br /> report on the effects of the initiative, adopting or submitting the initiative to voters or introducing an <br /> ordinance adopting it. If Council decides in favor of an Elections Code report, City Attorney Sodergren <br /> addressed the scope and timing requirements of the report and stated that the other options would be <br /> put on hold. Additionally, he provided information regarding the requirements under the other two <br /> options, requested direction on the action during pendency of the initiative and addressed <br /> recommendations and next steps. <br /> Councilmember Brown reported receiving a letter from a group that circulated the petition where they <br /> stated that the information that could be generated from the election report has already been created <br /> and was reported through the SEIR (Supplemental Environmental Impact Report). She asked staff to <br /> confirm the information. <br /> Director of Community Development Gerry Beaudin reported that the SEIR covers transportation and <br /> other environmental impacts. The 9212 report allows staff to review those issues as well as a much <br /> wider scope of analysis. Additionally, there was an alternative analyzed in the SEIR, but it does not <br /> limit the amount of space. Staff,was asked to analyze other impacts on businesses in the community, <br /> relative to the work done as part of the economic impact analysis for the proposed project, but the <br /> alternatives were not analyzed to that same level. Council could request other information, as desired. <br /> He addressed the process involved in the environmental analysis, including reviewing a "best" scenario <br /> that evaluates a worst-case scenario, as well as a build-out-scenario and intermediate phasing of those <br /> scenarios.
