ATTACHMENT 3 RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON REAFFIRMING STAGE 1 CONSERVATION MEASURES OF THE WATER CONSERVATION PLAN WHILE TERMINATING THE GOVERNMENT CODE §8630 LOCAL DROUGHT EMERGENCY WHEREAS, California has been experiencing an extended multi-year drought only partially alleviated by average rainfall in Northern California in Water Year 2015-2016; and WHEREAS, based on water supply concerns, the City has implemented its Water Conservation Plan as set forth in Municipal Code Chapter 9.30; and WHEREAS, water conservation by Pleasanton residents and businesses has exceeded the State's previous 25% reduction request, and combined with projected improved water supply, has allowed the City to ask water customers for voluntary conservation instead of mandatory reductions; and WHEREAS, the City adopted a local drought emergency under California Government Code §§ 8630 and Municipal Code Chapter 2.44 [Emergency Organization] on May 6, 2014 by Resolution No. 14-678; and WHEREAS, due to improved water supply, Zone 7 has terminated its drought emergency, and it is appropriate for the City to also terminate its local drought emergency; and NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. Reaffirms Stage 1 water conservation measures as set forth in Municipal Code Chapter 9.30 [Water Management Plan] asking residents and businesses to voluntarily reduce water usage by 10% and requiring compliance with applicable conservation and water waste measures as set forth therein; SECTION 2. Terminates the local drought emergency adopted by Resolution No. 14- 678. PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at a regular meeting held on August 16, 2016.
