THE CITY OF 6 '" CITY COUNCIL AGENDA REPORT pLE ASANTONL August 16, 2016 Operations Services Department TITLE: CONSIDER ADOPTION OF RESOLUTION TO REAFFIRM STAGE 1 WATER CONSERVATION MEASURES OF THE WATER MANAGEMENT PLAN AND TERMINATE THE LOCAL DROUGHT EMERGENCY SUMMARY On June 7, 2016, the City Council took the following action on local drought changes: 1) Rescinded the Stage 3 mandatory water conservation of 25% and declared a Stage 1 water shortage with a voluntary 10% conservation level; 2) Continued the previously declared Local Drought Emergency; and 3)Adopted amendments to Municipal Code 9.30 (Water Management Plan). Subsequent to this meeting, on June 15, 2016, the Zone 7 Water Agency Board adopted a resolution ending the local drought emergency, and called for 10% voluntary water conservation throughout the Tri-Valley, as did the other Tri-Valley water retailers. Following the procedure specified by the State for a three-year drought analysis, Zone 7 determined that there is adequate water supply to meet the demand for the next three years. Based on Zone 7's action at its June 15, 2016 Board meeting, and its analysis of the Tri-Valley water supply comparative to the State Water Resources Control Board guidelines for self-certification for conservation requirements, staff recommends that Pleasanton reaffirms its Stage 1 water conservation measures with a 10% conservation goal and terminate the local drought emergency per Government Code §8630. RECOMMENDATION Adopt the resolution reaffirming Stage 1 water conservation measures and terminate the Government Code §8630 Local Drought Emergency. FINANCIAL STATEMENT No financial implications.
