Mayor Thorne expressed concerns that the report does not call out what is planned for the Civic Center site. Staff stated the content of the plan update has not yet been identified. He reported that staff identified guiding principles and a guiding framework to guide the overall planning process. Staff has not yet identified any content in terms of the Civic Center. There is a planning document that is available for the Civic Center site and will be incorporated into the Downtown Specific Plan, once it is adopted. Mayor Thorne expressed concern with adding residential downtown. He noted the need to maintain the vitality of downtown and not overburden the area with residential. He stated the important of a parking strategy. Discussion followed regarding the number of Councilmembers to be part of the Downtown Specific Plan Taskforce. Councilmember Olson stated that two people from the PDA should participate on the Taskforce as well. Mayor Thorne stated that the Mayor should participate in the Taskforce. Vice Mayor Narum commented on the elements to consider and include in the plan and stated she sees it as a visionary plan rather than just a "refreshing" of the area. Councilmember Olson agreed and felt that $200,000 as a budget. seems low. He hoped that the City could get a high level of input from an outside consultant and felt that many of the zoning problems that have recently arisen, could be handled by staff. Director of Community Development Beaudin stated that the estimate came in at approximately $500,000. It was decided to create an initial allocation of $200,000 as a way to scope out what the project involves. Staff took an initial. modest approach. but it is open-ended. Councilmember Brown noted that the Civic Center site is key and addressed the school district site, discussing stylistic buildings that fit and are to scale, reduced Council appointees. incorporating outside dining and meeting spaces. and having an additional PDA member in the Taskforce. Councilmember Pentin disagreed with having two PDA members on the Taskforce and commented on the need for a manageable committee size. He addressed the need for information in terms of who will determine what will happen to the Civic Center site if it is moved to Bernal and stated he would like to see this done right and would like to serve on the Taskforce. Mayor Thorne spoke in support of having two PDA members on the Taskforce and suggested the Mayor and Vice Mayor serve on it as well. Councilmember Olson indicated he does not need to serve on the Taskforce but stated he will attend every meeting. Councilmember Brown spoke in support of having the Mayor and Vice Mayor serve on the Taskforce.
