We are <br /> pleased the Alameda County Registrar of Voters has certified the sufficiency of the signatures to <br /> qualify the Initiative for the November ballot and that the issue of whether to place the Initiative <br /> on the November ballot is before you this evening. <br /> We strongly urge the City Council to place the Initiative on the November ballot and to <br /> do so this evening. The Initiative is qualified for the upcoming general election and there is <br /> simply no valid reason to delay the Initiative until an expensive Spring 2017 special election. <br /> We would also suggest that an Elections Code "9212 Report" is unnecessary and <br /> duplicative of work which has already been undertaken by the City and its consultants through <br /> the environmental review process and the Johnson Drive Economic Development Zone <br /> ("JDEDZ" or"Zone") process. As the agenda report points out, a 9212 Report can encompass a <br /> number of topics, including the fiscal and environmental impacts of the proposed Initiative, <br /> among other things. Here, not only has a Draft Supplemental Environmental Impact Report <br /> ("DSEIR") been prepared which analyzes the JDEDZ Project's impacts, but a substantive <br /> Economic Impact Analysis has also been prepared to assess the JDEDZ Project's fiscal impacts. <br /> The DSEIR analyzed the environmental impacts of Alternative 2 (the "Reduced Retail <br /> Alternative), which is the Project without the club retail use. Further, the March 2016 Economic <br /> Impact Analysis assessed the impacts generated by the Zone on the market area's existing retail <br /> environment, the economic impacts of the project on the local economy,project sales estimates <br /> and impact analysis and the project's cumulative economic impacts (see ALH Economics <br /> Report).
