permitted issuance of GMUAs at a later date by staff, but prior to issuance of a building <br />permit. In other instances, the Planning Commission or Zoning Administrator took action <br />on a project but the project has not yet been issued GMUAs. In these instances, the <br />GMP allows these requests for GMUAs to be approved by: (1) City Council; or (2) the <br />Zoning Administrator (who may administratively approve up to 10 GMUAs per calendar <br />year).1 The GMP also allows City Council to grant the Zoning Administrator additional <br />discretionary GMUAs, on a calendar year basis, if a need is demonstrated. On October <br />6, 2015, the Council granted approval for 15 additional discretionary GMUAs, resulting <br />in an overall total of 25 discretionary GMUs for 2015. <br />APPROVED PROJECT SUMMARY / PENDING GMUA REQUEST <br />As mentioned, there is one previously approved project, which includes a total of 13 <br />new residential units, which did not obtain GMUAs during the approval process. The <br />applicant for this project has requested GMUAs, and below is a summary of the project: <br />P16 -0945 — PUD -82, 4171 and 4189 Old Stanley Boulevard. This PUD rezoning and <br />development plan application for 13 residential units was approved by the City Council <br />in the summer of 2011. The City Council approved the Final Map, Improvement Plans <br />and Subdivision Agreement in May 2016. The original applicant was Donato Builders, <br />but the approved project is currently owned by Kontech USA. The final map is in the <br />process of recordation. There are 13 vacant lots that require the requested <br />GMUAs. The project is in the plan check process, and the GMUA request was filed in <br />May 2016. <br />GRANTED AND ANTICIPATED GMUA DEMAND <br />Table 1, below, outlines the anticipated GMUA demand for smaller -scale projects for the <br />remainder of 2016, along with GMUAs granted by the City Council and Zoning <br />Administrator to -date. Foreseeable demand was determined based on the current City- <br />wide number of vacant residentially zoned lots within approved projects that have not <br />received prior GMUAs as part of their approval processes, and anticipated approvals of <br />smaller projects that will occur during the rest of 2016. Thus foreseeable demand <br />includes projects for which applications (Design Review and Planned Unit Development <br />application types) have been, or will be, filed, and projects that are likely to complete the <br />review process by the end of the year and that will not require City Council approval. <br />See PMC §17.36.080.2(c) — Growth Management Program, Approval Procedures. <br />Page 2 of 5 <br />
